Planning Services Manager Laura Carstens requests City Council approval to issue a
Request for Proposals for the Streetscape Improvements Addendum to the Millwork
District Streets and Utility Improvements Project to have these projects better
coordinated by using one vendor.

INTRODUCTION
The purpose of this memorandum is to request City Council approval of a Streetscape
Improvements Addendum to the Millwork District Streets and Utility Improvements
Project RFP. The addendum is enclosed.
DISCUSSION
Originally, we had planned to seek qualified professional architectural and engineering
consulting firms or project teams interested in providing design services for streetscape
improvements in the Historic Millwork District. This RFP was to be separate from the
Streets and Utility Improvements Project RFP, which is currently posted.
The Streets and Utility Improvements Project will include the reconstruction of the street
pavement and curbs, reconstruction of sanitary and storm sewers, and installation of
new watermain in the Millwork District. This project would also provide for infrastructure
support for a district wide energy plant.
The Millwork District streetscape improvements will need to be coordinated closely with
the consultant to be retained for the Streets and Utility Improvements Project.
The coordination of these two separate Millwork District projects -- streets & utilities
(curb to curb) and streetscape improvements (curb to building) - is extremely difficult for
design and construction if they are under separate contracts with different firms. The
combining of these two projects into a single RFP will facilitate the process of public
input, design, and construction for the City, the consultants, and the contractors.
The Streetscape Improvements Addendum will involve the installation of new street
lighting, including the option of sustainable street lights, installation of sustainable

sidewalk systems, and installation of landscaping, public art, and other streetscape
amenities or elements that promote sustainability and complement the urban
environment. The Addendum will include the following project scope:
1. Design of a Streetscape Improvements Plan for the entire Historic Millwork
District.
2. Preliminary and final design services for the installation of streetscape
improvements in conjunction with the Streets and Utilities Improvements Project
for the reconstruction of the following streets in Phase 1 of the Historic Millwork
District Master Plan:
a. Jackson Street between 7tH and 11tH Street,
b. 10tH Street between Jackson Street and Elm Street, and
c. Washington Street between Stn Street and 11 to Street.
3. Preliminary and final design services for the installation of streetscape
improvements in conjunction with reconstruction of Washington Street from 10tH
to 11tH Streets will be provided as an add alternate, in coordination with the
Streets and Utilities Improvements Project.
By issuing the enclosed Addendum for the streetscape improvements by May 22, and
extending the RFP response deadline from May 28 to June 5, the project still can
awarded at the June 15 City Council meeting. The tentative schedule for the RFP with
the Addendum is as follows:

professional services agreement
The selected consultant firms or project team will complete the study under the general
direction and coordination of the Engineering Department.
With the inclusion of the streetscape improvements, we recommend that Dan LoBianco,
Executive Director, Dubuque Main Street, be added to the previously-approved
consultant selection committee for the Streets and Utility Improvements Project.
I have reviewed this recommendation with Gus Psihoyos, City Engineer, and Jon
Dienst, Civil Engineer II. We believe it is the best course of action for the project.
BUDGET IMPACT
The budget for the streetscape improvements is estimated to be in the range of $75,000
- $100,000 depending on the negotiated final scope of services. The consultant work
will be funded from the following Capital Improvement Program appropriations:
Warehouse District Street Reconstruction; Warehouse District Sanitary Sewer
Millwork District -Streetscape Improvements Addendum Page 3
Rehabilitation; Warehouse District Storm Sewer Reconstruction and Warehouse District
Water Main Infrastructure Replacement.
RECOMMENDATION
To facilitate coordination of the streetscape improvements with the Streets and Utility
Improvements Project, we request City Council approval to issue the enclosed
Streetscape Improvements Addendum to this RFP.
The addendum will be posted by May 22, 2009. If the City Council requires changes at
their June 1, 2009 meeting, staff will accommodate those changes.

The following additions, revisions, corrections, and clarifications contained herein shall
become part of the Proposal for the Project, and shall be included in the Scope of Work
and Proposals to be submitted. Respondents shall determine for themselves the full
scope of work affected by the Addendum items.
