The work includes constructing a new street located north of Chavenelle Road to serve the approximately 100 acres of industrial property of the Dubuque Industrial Center West (DICW). The new street on the former North Siegert Farm is needed to accommodate future development. BACKGROUND The opening of a new section of DICW is essential to Dubuque's short-term plans for economic development. Greater Dubuque Development Corporation (GDDC) and the City, in cooperation with Prosperity Eastern Iowa (a regional economic development marketing organization), are actively recruiting new industry and are working closely with the Iowa Department of Economic Development in the marketing of the industrial park. The City has sold nearly all of the current property in the Dubuque Industrial Center West (DICW). The expansion of the DICW, with a variety of lot sizes, including larger lots, is imperative. The proposed project would construct a new 1,449-foot long street that would provide access to 100 usable acres with four (4) industrial sites ranging in size from 8.5 acres to 50.5 acres. The City and its partners have successfully recruited a number of businesses to the DICW. These include Hormel Foods Corp., Medline Industries, ITC Holdings Corp., and Arts-Way Vessel, Inc. They have assisted home-grown business, such as Theisen Stores, The Adams Company, American Tank & Fabrication Co., Oral Arts, Giese Manufacturing, Vanguard Countertops, Tri-State Industries, DDE, Inc., Automated Presort, Inc., The Hodge Companies, and Dubuque Screw Products, Inc., with expansions/relocations. The City and GDDC also assisted McGraw-Hill Higher Education and Kendall Hunt Publishing Companies with expansions/relocation. A spec building has also been constructed in the DICW by Spiegel Family Realty. On March 10, 2009 the Iowa Department of Transportation (IDOT) Commission approved the City's application for RISE program funds to construct a new street in the Dubuque Industrial Center West. The planned roadway improvements include the grading and paving of a new street extending 1,449 feet north from Chavenelle Drive. This street will open approximately 100 additional acres for industrial development. The commission awarded the City a RISE grant of $285,002 or 50% of total RISE-eligible project costs, whichever is less. DISCUSSION The roadway consists of a 37-foot back-to-back roadway, with the roadway widening to 45 feet in order to accommodate aright- and left-turn lane at the intersection with Chavenelle Drive. The project will also include street lighting, landscaping, installation of watermain, storm sewer, sanitary sewer, and fiber optic conduit and junction boxes. Sidewalk will be paved at this time on the west side for a distance of approximately 450 feet north of Chavenelle Drive, and the sidewalk berm will be graded in the remainder of the project to accommodate future sidewalk on both sides. Specifically, the project involves: 1,673 lineal feet of 6-inch through 16-inch DIP watermain; 2,327 lineal feet of 8-inch through 12-inch DIP sanitary sewer; 520 lineal feet of 15-inch through 18-inch RCP storm sewer; 6,046 square yards of 9-inch PCC; 1,576 lineal feet of 4-inch HDPE conduit; 9 street lights; and 42 trees. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process June 2, 2009 Publish Notice to Bidders, Advertise for Bids June 5, 2009 Publish Public Hearing Notice on Plans & Specifications June 5, 2009 Public Hearing on Plans & Specifications June 15, 2009 Receipt of Bid Proposals (Bid-Letting) June 18, 2009 Award Construction Contract July 6, 2009 Project Completion Date Within 90 Calendar Days RECOMMENDATION I recommend that the City Council establish a date for the public hearing and authorize the City Clerk to advertise for proposals. Sealed bids for the work comprising each improvement as stated below must be filed before 2:00 p.m. on the 18th day of June, 2009, in the Office of the City Clerk, City Hall -First Floor, 50 West 13th Street, Dubuque, Iowa. Time and Placed Sealed Proposals Will be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:00 p.m. on the 18 day of June, 2009, at City Hall -Conference Room A, 50 West 13th Street, Dubuque, Iowa, for consideration by the City Council (Council) at its meeting on July 6, 2009. The City of Dubuque, Iowa, reserves the right to reject any and all bids. Time for Commencement and Completion of Work. Work on each improvement shall be commenced within 10 days after the Notice to Proceed has been issued and shall be fully completed within 90 calendar days. Bid Security.
