Van Milligen, City Manager SUBJECT: Municipal Housing Agency Governing Board DATE: May 28, 2009 The Municipal Housing Agency Governing Board was created by action of the Council in 2002, in response to a directive from the US Department of Housing and Urban Development (HUD). HUD has since changed this requirement, eliminating the need for a governing board. At its May 26 meeting, the Housing Commission approved dissolution of the Municipal Housing Agency Governing Board. Background The Municipal Housing Agency Governing Board was created by action of the Council in 2002, in response to a directive from the US Department of Housing and Urban Development (HUD.) It requires a designated Section 8 Program participant member of the Housing Commission to join with the City Council as the `governing board' when certain actions are taken concerning the Section 8 Program. HUD has since changed this requirement, eliminating the need for a governing board and making it the option of the local housing authority. Discussion At its 26 May meeting, the Housing Commission approved dissolution of the municipal housing agency governing board and requested the City Council to amend Chapter 15 of the Code of Ordinances. Action Step The action requested of the City Council is to approve the attached ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. City of Dubuque Code of Ordinances ~ 15-11 is hereby repealed. Section 2. This ordinance shall take effect immediately upon publication.
