CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 5:30 p.m. on June 8, 2009 in the
Historic Federal Building.
Present: Mayor Buol, Council Members Connors, Jones, Lynch, Resnick, Voetberg, City
Manager Van Milligen, Assistant City Attorney O’Brien
Absent: Council Member Braig
Mayor Buol read the call and stated this is a special session of the City Council to discuss
the Unified Development Code.
WORK SESSION 3 (Final)
Discussion regarding the Unified Development Code
Planning Services Manager Laura Carstens introduced Associate Planner Kyle Kritz,
Assistant Planner Guy Hemmingway and Assistant Planner Wally Wernimont. Carstens stated
that this session will cover Articles 11-17 of the Unified Development Code. Carstens provided
information on proposed changes to the following Articles:
Article 11 Land subdivision
Article 12 Site plans
Article 13 Design standards (substantially new)
Article 14 Parking
Article 15 Signs
Article 16 Administration and enforcement (no substantive change)
Article 17 Legal status provisions (no substantive changes)
Carstens stated that public input was received on all articles and solicited from the
Business Roundtable and developers. Article 15 on signs had its own review committee, and
the Environmental Stewardship Commission reviewed development proposals. Carstens
provided follow up from work session #2.
During discussion, City Council Members questioned words and phrases, noted
corrections, and offered their suggestions related to Articles 11-17 of the Unified Development
Code.
CLOSED SESSION
Motion by Jones to go into Closed Session at 7:44 p.m. Seconded by Resnick. Motion
carried 6-0.
Upon motion the City Council reconvened in Open Session at 8:43 p.m. stating that staff
had been given proper direction.
There being no further business, upon motion the City Council adjourned at 8:44 p.m.
