PARK AND RECREATION COMMISSION MEETING
Tuesday, May 12, 2009

OTHERS:
MINUTES It was moved by Nadeau, seconded by Hoffmann, to approve the minutes of

the April 14, 2009, meeting. The motion passed unanimously.

UPDATE ON Leisure Services Manager Gil Spence reported the following regarding Eagle

Division Manager Bob Fritsch is working on a large display about the park and
it is turning out very nicely; we are going through old blueprints and

cataloging them now to try and preserve them – may display some of those;

Telegraph Herald will run some articles and put out the word to those who may
have worked on the park; Craig Nowack is going to do a show about Eagle
?
Point Park for Channel 8. He wants to do a whole show on the park so it can
run for a long time, not just for the celebration; We hope to have LT
?
Amusements provide some of their inflatable bouncy houses, and a clown.
GRANDVIEW Manager Spence told commissioners that Councilperson Resnick requested

the pet park issue be placed on the May 18th City Council agenda so the

council could settle the issue one way or the other.
Mr. Spence reminded commissioners that the current location was chosen
because the city owned the property, it was centrally located and development
costs would be low. No one knew the Aspen Court residents would be
impacted because the sound amplifies off the hills of the golf course.
Staff would like to have more than one pet park but finding locations is proving
very difficult. Comments from commissioners during discussion included:
can’t see closing this one at all and would like multiple sites; we should have
dog park and amenities to attract people/businesses; gone to check out the
park numerous times and when there were 8 or 9 dogs in the park, would go
up to Aspen Court to listen for the barking, but it’s very quiet; hearing from
citizens that they want the current park left open where it is.
It was moved by Noble, seconded by Nadeau, to leave current pet park open
and pursue another site as an additional pet park. The motion passed
unanimously.

PARK DIVISION Park Division Manager Bob Fritsch informed commissioners:

good start to the season; placed a lot of died brown mulch in the

downtown area – Port of Dubuque is completed and Washington Park and the
Federal Building area are close to being done; Twenty-three trees were

planted for the Mayor’s tree sponsorship program and the plaques are being
installed now; volunteers installed twenty concrete flower urns in Jackson

Park area so far, with 39 total to be placed; we have three full time workers
?
off from injury/surgery so we are stretched pretty thin; spring flowers are in

at 3rd and Bell and 5th and White streets; greenhouse staff is planting

flowers; Boy Scout pancake breakfast went well; rest rooms at Veterans’

Memorial Park have been renovated and video surveillance cameras are to be
installed to hopefully cut down on vandalism.
RECREATION Recreation Division Manager Pat Prevenas informed commissioners:

registrations done on the Internet. ultraviolet systems have been
installed in both pools now; there is a new federal law that all pools in country
must have certain type drains and it will cost us $20,000 to have drains
changed to meet the new law requirements; swim passes are now on sale and

the pools are scheduled to open May 30th. : best spring since 2006;
already met budget projections for season pass sales; had 173 golfers on
mother’s day. Per a request from the last meeting, commissioners were mailed
a golf rounds summary for a period 1983 to 1990 when the economy was not
doing well, so they could compare to now. During that period, rounds
averaged from 38 to 40,000.
