Minutes HousingTrust Fund Committee 9 29 08 MINUTES OF THE HOUSING COMMISSION TRUST FUND COMMITTEE DATE: Monday, September 29, 2008 TIME: 12:00 noon PLACE: Housing and Community Development Department th 350 W. 6 Street, Suite 312, Dubuque IA 52001 Chairperson Jim Holz called the meeting to order at approximately 12:00 p.m., following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Char EddyDoris Hingtgen Jim Holz John Walsh Committee Members Absent: Dorothy Culbertson Staff Present: David Harris Joleen Patterson Lisa Barton Correspondence / Public Input None Certification of Minutes: 18 June, 2008 Trust Fund Committee Meeting John Walsh moved to approve the 18 June, 2008 Housing Trust Fund meeting minutes. Char Eddy seconded. Roll Call. All others present in favor. Motion passed. Certification of Minutes: 22 August, 2008 Trust Fund Committee Meeting Char Eddy moved to approve the 22 August, 2008 Housing Trust Fund meeting minutes. Jim Holz seconded. Roll Call. John Walsh Abstained. All others present in favor. Motion passed. Old Business None New Business Review and Approval: IFA FY2009 Housing Trust Fund Applications David reported the IFA FY2009 application is primarily the same as last years except the forgivable loan amount was increased to $10,000. Jim Holz suggested that the demolition of derelict properties and relocation of City-acquired houses to vacant lots be added to the IFA application. Discussion was held and it was decided to add the demolition/relocation under the program description found on page 2 of the application. The Trust Fund committee is also asking for use of part of the requested 2009 award as a tax credit guarantee in the amount of $75,000 for the Step by Step project. John Walsh motioned to approve all of the above and Char Eddy seconded the motion. Roll Call. All others present in favor. Motion passed. Review and Approval: Request from Y Domestic Shelter for Rehab Assistance The Domestic Shelter submitted an application to use the remaining CDBG Trust funds for a new roof and tuckpointing. Discussion was held and John Walsh motioned to approve $47,000 to go to the Domestic Shelter in case they have other deferred maintenance. This approval is subject to receiving an inspection report from Dick Firzlaff, Housing Rehabilitation Inspector, stating that the building is structurally secure and up to housing code. Dick will also obtain appropriate bids for this additional work. Char Eddy seconded the motion. Roll Call. All others present in favor. Motion passed. Information Sharing None Adjournment There being no further business to come before the Committee, Jim Holz motioned to adjourn and Char Eddy seconded.
