Re- sponding to questions from the City Council, Carstens explained the difference between the City's Zoning Advisory Commission and the Zoning Board of Adjustment stating that the ZBA is a quasi- judicial board estab- lished by the State of Iowa Code, which has the power to grant variances without review by City Council. The Zoning Advisory Commission makes recommendations to the City Council, which then makes the final determination. During discussion City Council Members questioned words and phrases, noted cor- rections, and offered their suggestions re- lated to Articles 6-10 of the Unified Develop- ment Code.
