Leisure Services Manager Gil Spence recommends City Council approval to hire Confluence as the consultant and that a contract be negotiated in the amount of $14,000. Spence, Leisure Services Manage SUBJECT: Roosevelt Park Master Plan DATE: June 9, 2009 INTRODUCTION The purpose of this memorandum is to request City Council approval of hiring Confluence as the consultant to develop the Roosevelt Park Master Plan. DISCUSSION The FY 2009 C.I.P. budget contains $10,000 to formulate a master plan for re- development of Roosevelt Park. Roosevelt Park is a 207 acre site that closed in the 1980's as a budget cut. Currently, ten acres are leased to the Storybook Hill Children's Zoo, five acres are leased to the Model Airplane Club, and fifty-five acres are leased for farming. The Zoo and landing strip will continue to operate. This site is a hilly, beautiful piece of property with a creek running through it, limestone outcroppings, seven lead mine shafts, and mature trees. Confluence is a Des Moines based firm with their Iowa City office taking the lead on this study. References were checked on the firm and the lead consultant, Steven Ford, with very positive comments received. The experience and knowledge of Confluence is a good match for this project. My hope is to have the study completed by the time we prepare the FY 2010 C.I.P. budget to allow for a phased development plan to be submitted. Funds from the Petrakis Field Infield Turf Project will be used to fund the $4,000 extra money needed to conduct this study. ACTION STEP The action requested is that the City Council approve the hiring of Confluence as the consultant to develop the Roosevelt Park Master Plan. GDS:et
