Discussion The role of the Historic Preservation Commission in reviewing the library entry plaza is to serve as an advisory design review body to the City Council for public projects which have historic preservation implications at landmark sites. The library entry plaza supporting documentation is enclosed. Recommendation: By a vote of 6 - 0, the Historic Preservation Commission recommends approval of the library entry plaza as presented with broom finished colored concrete paving compatible with the colors of the approved library sidewalk pattern. Historic Preservation District: Jackson Park Landmark: No Funding: No Style: Neo Classical Revival Date Built: 1901, 1978-79 Existing Zoning: OR Office Residential Present Land Use: Institutional/Public Library Level of Significance: Level of Rehabilitation: ^ State or National (Kriviskey, 1979) ^ Alteration/Repair ^ Contributing (Jacobsen, 2004) ^ NRHP ^ City Landmark Physical Characteristics: The original 1901 building of the Carnegie-Stout Public Library is a Neo Classical Revival style embodied in the main north entry with Corinthian column temple front with full entablature and pedimented gable, an in-wall side porch (four columns), stone exterior and horizontal block scoring, stone faux voussoirs, attic lights with stone frames, cornice with modillions and rooftop balustrade. The designer/ builder was Williamson & Spencer, architects, Chicago. The library occupies prominent corner lots and fronts north. The original 1901 building has a parapet front with temple front entry, rectangular two story plan with raised stone foundation (basement fully fenestrated) and water table; belt courses separate floor levels. The current entrance is located in front of the 1978-79 addition. Alterations: Major addition to east (1978-1979), window replacement. Permits note addition and remodeling 1979 ($705,568), re-roofing in 1991 ($56,000), remodel reference office 1995 ($37,194). Portions of the interior are currently under rehabilitation. Staff Analysis: The project area renovates the entry plaza in front of the later addition only. The original building and stairs are not part of the project. Commissioners may have noticed a tarp on the stairs in front of the original library building. Due to deterioration, the handrail was no longer adequately secured into the limestone steps, was unsafe, and needed to be removed to repair the steps. The steps are being repaired with matching material. The handrail that was removed will be sandblasted, painted, and put back into place. Design Review Staff Report -Carnegie-Stout Public Library Page 2 The aspects of the project subject to HPC review include the following: 1. The current entrance will receive a new stone wall, stone end blocks, stone landscape curbing and stair cheek walls. The walls, blocks and curbing will be made of straight cut, Indiana limestone to match the library building material. 2. The existing bicycle rack will be replaced with a new bicycle rack. The bicycle racks will be powder coated and designed to match the dark bronze existing handrails. 3. The plans propose buff colored, broom finished concrete for the stairs and plaza. The stair handrail will be designed like the handrail on the original building. The plaza paving will be accented with colored stamped concrete to compliment the approved public sidewalk pattern and streetscape project planned in the near future. Attached is a copy of the approved library sidewalk pattern. Because the library addition area is used to provide ADA accessibility, and the stamped and brick patterns have the potential to cause concern with regard to vibration, Planning Staff is suggesting the Commission consider the following options for the plaza paving: • A broom finished buff colored concrete be used throughout the entire plaza area and stairs. The concrete will match the buff broom finish depicted in the travel portion of the approved library sidewalk pattern. • A broom finished concrete be used throughout the plaza area. The stairs and majority of the plaza would be buff colored to match the travel way of the approved library sidewalk pattern. The plaza area would be accented with broom finished concrete colored to match the red brick pavers depicted in the non-travel portion of the approved library sidewalk plan. The red accents would be located in accordance with the colored concrete bands identified in the plans. 4. The kiosk and memorial bench will be relocated per the enclosed plans. The plans show an alternative for a new monument sign at the corners of W. 11th and Locust and W. 11th and Bluff. If new signs are proposed, the Commission will review the design at a future meeting. The role of the Historic Preservation Commission in reviewing this project is to serve as an advisory design review body to the City Council for review of public projects which have historic preservation implications at landmark sites. The Commission's recommendation will go on to the City Council with the application materials for their consideration.
