No local match is required. The Dubuque Police Department would be the fiscal agent for the JAG grant funds, with joint funds to be used to support law enforcement operations in Dubuque County. There are six key components: 1. Police Tactical Response, 2. Citizen Police Academy, 3. Police Watercraft 4. Police Patrol Vehicle, 5. Universal Forensic Extraction System, and 6. Van Milligen City Manager From: Terry Tobin 4 1 Acting Police Chief MEMORANDUM Re: 2009 Justice Assistance Grant (JAG) Application INTRODUCTION: The purpose of this memorandum is to request City Council consideration for the approval of the 2009 Justice Assistance Grant (JAG) application. The grant is for $87,467 and requires no cash match. The Dubuque Police Department is the fiscal agent for the JAG grant funds, with joint funds to be used to support Dubuque County law enforcement operations along the Mississippi River. The grant period is four years. BACKGROUND: For the past years, the police department has participated with the Edward Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime funds, equipment, and supplies for various prevention and enforcement activities. Again this year, the 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: • Law Enforcement Programs • Prosecution and Court Programs • Prevention and Education Programs • Corrections and Community Corrections Programs • Drug Treatment and Enforcement Programs • Planning, Evaluation, and Technology Improvement Programs • Crime Victim and Witness Programs (other than compensation) DISCUSSION: In consideration of the purpose areas, the Dubuque Police 2009 Justice Assistance Grant application requests funds for six key law enforcement components: A) Police Tactical Response -Providing funds for special equipment and clothing related to Special Weapons Tactical response for barricaded subjects, hostage situations, and critical incident response to industry, business and school situations. B) Citizen Police Academy -Providing overtime funds for instructors and funds for supplies and materials. C) Watercraft -Provide funds for a boat for use by the Dubuque County Sheriff's Office and Dubuque County Conservation Board. Currently there are no other Iowa Law Enforcement boats in this area of the river, which consists of approximately 15 miles of river. Uses for the watercraft include but are not limited to: Search and Rescue operation, river patrol during special events, alcohol compliance checks, rescuing stranded boaters and assisting with criminal investigations that occur on the river. The total cost of the boat with motor and trailer is $25,670. Grant funds will provide $11,384, and Dubuque County will provide the remaining funding of $14,286 to complete the purchase. D) Police Patrol Vehicle -Provide funds for the purchase of one marked patrol vehicle and accessories for use by the Community Oriented Policing three-person traffic safety team. The vehicle would be equipped with police radar, car computer, data radio, cage, shotgun, rifle (M-4), in-car video, emergency lights, radar, police markings, installation and labor. E) Universal Forensic Extraction System -Provide funding for the purchase of equipment for use by our Criminal Investigation Division, allowing extraction and analysis of cell phones, Smartphones and PDA devices. F) Global Positioning System (GPS) Tracking Device -Provide funds for the purchase of a tracking device unit and accompanying software for covert operations by the Criminal Investigation Division. Attached is the written grant application narrative and budget information detailing the above six components. RECOMMENDATION: The 2009 Justice Assistance Grant provides the police department with funds to support the six listed law enforcement initiatives. I recommend City Council consideration to approve the 2009 Justice Assistance Grant application and submit the application by the due date of July 9, 2009 in the amount of $87,467. PERFORMANCE MEASURES Each annual report will include data collection for each component. A) Police Tactical Response: Data will include the number of Special Weapons Team responses and purchases of special equipment related to specialized training and rapid response. 1 B) Citizen Police Academy: Data will include the number of overtime hours as well as disbursement of supplies. C) Watercraft: Data will include the number of incidents in which the watercraft was used. D) Police Patrol Vehicle: Data will include officer activity conducted by the Community Oriented Policing three-person traffic safety team. E) Universal Forensic Extraction System: Data will include the number of investigative uses. F) Global Positioning System (GPS) Tracking Device -Data will include the number of investigative uses. PROBLEM STATEMENT/NEEDS ASSESSMENT: A) Police Tactical Response -Providing funds for special equipment and clothing related to Special Weapons Tactical response for barricaded subjects, hostage situations, and critical incident response to industry, business and school situations. The City of Dubuque has a tactical response team comprised of patrol and investigative officers trained in tactical response. As this team grows, grant funding allows the addition of specialized equipment and clothing for this team. B) Citizen Police Academy -Providing overtime funds for instructors and funds for supplies and materials for the 13-week instruction. Prevention activities include an annual Citizen's Police Academy (CPA) for citizens to experience a 13-week program of how police operations function. The grant funds class supplies and materials along with overtime funds for instructors. C) Watercraft- Provide funds for a boat for use by the Dubuque County Sheriff s Office and Dubuque County Conservation Board. The Dubuque County Sheriff s Office and Dubuque County Conservation Board have the responsibility of numerous tasks on the Mississippi River. This boat will be kept in the Northern pool (Pool 11) of the Mississippi which is north of Lock and Dam #11, and having a boat docked and ready to go in the Northern pool reduces the time it takes to launch the boat in emergency situations. Additional officers will be trained in operating the boat for high visibility during the peak boating season. The total cost of the boat with motor and trailer is $25,670. Grant funds will provide $11,384, and Dubuque County will provide the remaining funding of $14,286 to complete the purchase. D) Police Patrol Vehicle -Providing funds for the purchase and equipment for a police patrol vehicle assigned to the Community Policing Traffic Safety Unit. The police department has recently added three Community Policing Traffic Safety Officers to the Community Oriented Policing Unit and the police patrol vehicle would be used by the traffic safety unit to carry out traffic safety functions including saturation patrols, noise and speed enforcement projects, accident investigations, traffic safety directed patrols, and neighborhood concerns regarding traffic and pedestrian safety. E) Universal Forensic Extraction System -Provide funding for the purchase of portable equipment for use by our Criminal Investigation Division, allowing extraction and analysis of cell phones, Smartphones and PDA devices. 2 The Universal Forensic Extraction System is a portable system for quick extraction and analysis of data from cell phones, Smartphones and PDA devices. The device extracts vital data such as phonebook directories, pictures, videos, audio files, text messages, call logs, deleted information and specific cell phone technical data. The system can collect information from over 1800 different cell phone models available on the market today and includes frequent updates for new models. This information has proved vital on a variety of investigations including missing person cases, robberies, and sexual abuse investigations. F) Global Positioning System (GPS) Tracking Device -Provide funds for the purchase of a tracking device unit and accompanying software for use during covert operations by the Criminal Investigation Division. The Global Positioning System (GPS) is a battery operated GPS device that assists vehicle tracking via an Internet based mapping program. The system features "back tracking" to show investigative travel over specified time lengths, a-mail and cell phone notifications, and identifies when an investigative lead enters a designated area.
