Cable N Coordinator Craig Nowack is recommending approval of the Cable N Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities for up to
$40,000 for the necessary equipment to offer a free high school video production
program at the Dubuque Art Center.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY09 with a balance of $307,680.
Quarterly adjustments and interest have added $30,791 so far this fiscal year. Currently there is
a balance to be awarded of $97,913.
At its meeting yesterday, the Commission approved a request for up to $40,000 for the
necessary equipment to offer a free high school video production program at the Dubuque Art
Center. The grant application states the "educational program will teach students the necessary
skills to plan, produce, and air community focused programming in the form of documentaries
and independent films." The requested equipment includes three sets of cameras, tripods,
microphones, editing computers and software, and external storage.
The grant application for this request is attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE ART CENTER
This Grant Award Agreement (the Agreement), dated for references
purposes the 2.. day of ; , 2009 , is made and entered into by and
between the City of Dubuque, Iowa (City) and Dubuque Art Center (Recipient).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I -Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
RECIPIENT AS FOLLOWS:
1. City hereby awards a grant to Recipient in the amount of up to
$40,000.00 (the Grant), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non - commercial purposes.
6. Recipient shall produce a minimum of 60 minutes of programming
per quarter of the calendar year to air on the public access channels.
7. All programming produced by Recipient shall air on the public
access channels.
8. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.

Provide a general description of what you are requesting and why:: This request will fund equipment to
operate a free high school video production program at the Dubuque Art Center. This educational program
will teach students the necessary skills to plan, produce, and air community focused programming, in the
form of documentaries and independent films.
The Dubuque Art Center will instruct students on basic production and post-production techniques, then
pair them with professional film-makers from the Great River Film Initiative, a local film-making society, so
that they can learn advanced film-making skills. To culminate each two month program, students will
work in teams to create documentaries recording the methods, inspiration, and works of local artists,
designers, and musicians. These documentaries will be aired on cable access to inform the public about
Dubuque's current art and cultural scene. Once students have graduated from the program they will be
allowed to utilize the center's facilities and equipment to create independent films and documentaries,
which will also be aired on cable access.
This request will fund three video production kits and three post-production stations, allowing up to 9
students to participate in the program during each session. Each kit/station will include a high definition
digital videocamera, miniDV tapes, tripod, wireless microphone kit, on-camera lighting, heavy duty
carrying case, imac computer (for editing), and Final Cut Pro Studio (editing software).
Describe how the community will benefit from your request:: This free video production educational
program, operated at the Dubuque Art Center, anon-profit arts organization, will allow approximately 54
students to learn advanced video production skills in the first year. As the program matures, the number
of participants will increase to approximately 100 students in the second year.
In addition to the educational component of this project, local artists, musicians, and designers will be
featured in high-quality, informational programming on cable access channels. These programs will serve
to entertain and inform the general public about the rich artistic and cultural heritage in Dubuque and
surrounding areas, promoting a feeling of pride and community.
