The economic stimulus funding provides an excellent opportunity for the City of
Dubuque and Keyline Transit to update their fleet and obtain much needed newer
vehicles that correspond to the City of Dubuque's Sustainability Initiative.
In addition, the stimulus funding provides a unique option to purchase one 35-foot low
floor bus ($333,000) that would be 100% federally funded. Keyline is also in line to
receive Federal Funds for purchasing an additional heavy duty, 35-foot low floor bus
($346,000), and one light duty bus ($75,000). Both buses could be purchased at a 17%
($71,570) local match with 83% ($349,430) of the purchase matched by the Federal
Government. While Keyline needs an energy-efficient, larger vehicle to support rider
services, if the City of Dubuque should decide that a heavy duty bus is not the best
answer for transit's future, the vehicle could be transferred to another federally funded
transit agency.
Transit Manager Jon Rodocker requests City Council approval to proceed with the
procurement of two heavy duty buses and one light duty bus.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Purpose:
The economic stimulus funding provides an excellent opportunity for the City of Dubuque
and Keyline Transit to update their fleet and obtain much needed newer vehicles that
correspond to the City of Dubuque's Sustainability Initiative. Newer vehicles would have
increased fuel efficiency at a lower operating cost with reduced carbon emissions which
would be substantial compared to the current aging buses now on the road for Keyline. The
environmental impact is just one key consideration.
In addition, the stimulus funding provides a unique option to purchase one (1) 35 foot low
floor bus ($333,000) that would be 100% federally funded. Keyline is also in line to receive
Federal Funds for purchasing an additional heavy duty, 35 foot low floor bus ($346,000),
and one (1) light duty bus ($75,000). Both buses could be purchased at a 17% ($71,570 )

By updating the fleet, Keyline Transit is taking a critical step toward improving the
environmental impact, and enhancing the service capacity of public transit in the City of
