On May 4, 2009, the City Council approved distribution of a Request for Proposal for the
design of a parking ramp at 5th and Bluff and a parking ramp at 10th and Central. Six
responses were received and the firms submitting the three lowest proposals were
interviewed.
Subsequent to reviewing the submittals, participating in the phone interviews and
considering the strong local participation, the review committee and Parking System
Supervisor Tim Horsfield recommend awarding the design contract to Desman
Associates in the amount of $950,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject: Parking Ramp Architect/Engineer Contract Award
Introduction
This memo in intended to provide you with information and a recommendation
regarding the award of the design contract for the parking ramp at 5th and Bluff
and the parking ramp at 10th and Central.
Background
At the City Council meeting on May 4, 2009, the Council approved the request to
distribute a Request for Proposal for the design of the two parking ramps
references above. Subsequently, RFP's were solicited and received from six
firms. Desman Associates, Walker Parking, Durrant/Carl Walker, Rich &
Associates, Vedi Associates and HLKB Architects.
A committee consisting of Dan LoBianco, Dubuque Main Street, Rick Dickinson,
Greater Dubuque Development Corporation, Dave Heiar, Economic
Development Director, Dave Johnson & Kyle Kritz, Planning Services
Department, Steve Sampson Brown, Engineering Department, Jenny Larson,
Budget Director, Ken TeKippe, Finance Director, Corey Firzlaff, Parking System
Technician and me reviewed the submittals and decided to interview three firms.
Those firms were Desman Associates, Walker Parking and Rich & Associates.
The bids received are as follows:
Rich & Associates - $945,000
Vedi Associated - $1,124,357
Durrant/Carl Walker - $1,339,500
Desman Associates - $950,000
Walker Parking - $1,100,000
HLKB Architects - $1,113,110
Subsequent to reviewing the submittals, participating in the phone interviews of
the firms and considering the strong local participation Desman Associates is
using, the committee is recommending awarding the design contract to Desman
Associates in the amount of $950,000.

Whereas, sealed bids were received on the 22"d day of May, 2009 for the design
of parking ramps at 5t" & fluff and 10t" and Central. It has been determined that the bid
of Desman Associates in the amount of $950,000 is to be accepted for work as provided
in the Request for Proposal as approved by the City Council.

That the contract for the above be awarded to Desman Associates, and the City
