PURPOSE
To provide a copy of the Jule's Annual report for FY17 and highlight operating statistics.
BACKGROUND
Jule staff draft an annual report to review successes, new projects, and future projects as a concise way to
communicate the mission and goals of the transit division to the public. This annual report is used when giving
presentations and as a handout for guests and visitors to our facilities.
This year's report focused on the Jule's five-year pertormance for both fixed-route and paratransit services.
Report Highlights:
Since FY2013:
• Total transit ridership is up 16% with fixed-route ridership up 33%. Total ridership in FY17 was 519,184.
• Passenger-related revenue, including contracts and direct farebox revenue has increased by 150% for
both fixed-route and paratransit services.
• The farebox recovery ratio for both fixed-route and Minibus services increased from 5% to 12%.
Farebox recovery ratio is the percentage of operating expenses funded by passenger-related
revenue.
• The Jule partnered with the Marshall Islands Health Project to secure grant funding for bus passes for
Marshallese residents to travel to and from their medical appointments. This project addressed a gap in
services as Marshallese residents are not eligible for healthcare ortransportation assistance through
the Medicaid program. The Marshall Islands Health project assisted with translation of Jule materials
and training participants on how to ride the bus.

A LETTER FROM THE TRANSIT BOARD CHAIR
Public fransportation ensures people from all socioeconomic backgrounds have equal
access m all ihe opportunities m live� work� and play in iheir community. Shared
fransit� pedeshian� and birycle� are some of ihe many multi-modal fransportation
opTons which play a key role in reducing Dubuque's overall carbon footprint and
helping achieve benchmarks for sustainability.
Fiscal Year 20 V(July 1� 2016—June 30�201 7) was a bury and exciting year for
public fransit in Dubuque. The Jule provided 519�184 rides in FY17—a 16%
ridership increase over ihe past five years. FY17 was speM reviewing routes and
preparing for another service milesmne: extended service hours until 9:00 p.m.�
Monday ihrough Saturday beginning in August 2017.
To continue to serve current passengers and attracT new riders�ihe Transit Advisory
Board established ihree are areas of focus for fie next five years:
Outreoch
We will actively promote how eary and affordable it is m ride ihe bus— especially
oufreach m studeMs�individuals over 65�ihose who ure English as a second
language� and car-free households.
Possenger Experience ond Accessibility
We pride ourselves in giving passengers a pleasaM experience and will continue m
replace buses�m include ramps instead of liks�and improve fransfer areas and bus
stops with benches and other passenger amenities.
Doto-bosed Service Improvemenis
Finally� we are excited abovl ihe extension of service hours ihat began in August
2017 and we are exploring more options for increasing operating hours� frequency�
and geographic areas served.
The Jule is not ihe same fransit rystem it was 10 years ago�and we're positioning it
m be a robust�evolving rystem ihat coMinues m serve ihe needs of our populace.

The Transit Advisory Board consisis of five members appointed by ihe
City Council to ihree-year terms. Members meet monihly to establish
routes & schedules, regulate fares, and prioritize iransit projecis.

Seniors eligible to ride ihe Minibus have ihe option to iravel with our
partner, DuRide. DuRide provides over 1,000 rides per monih and serves
