INTRODUCTION
This memo presents for City Council review and approval the Application to the IEDA's
Community Catalyst Building Remediation Grant Program for the Creative Adventure
Lab project at 210 Jones Street.
BACKGROUND
In late October, the lowa Economic Development Authority released information
regarding a program entitled the Community Catalyst Building Remediation Grant. This
grant program is intended to promote economic development in lowa cities and towns
via the remediation of vacant or underutilized buildings. Cities are the applicant for this
program and can only submit one project.
The IEDA offered workshops throughout lowa in early- to mid-November to provide
detailed information about the program, its purpose, and scoring criteria. Economic
Development staff attended one of the workshops and notified local developers and
community organizations of the program, soliciting proposals to the City.
DISCUSSION
Economic Development staff received four proposals by the stated deadline, and
distributed these proposals to an internal selection committee for review using a scoring
matrix designed to mirror the scoring criteria to be used by the IEDA for applicants.
The proposal submitted to City staff from the Creative Adventure Lab project at 210
Jones Street received the highest score from the selection committee. City staff
submitted this project to the IEDA on December 27, 2017 for its pre-application process
in order to meet the December 31 , 2017 deadline. IEDA has contacted City staff stating
that the City is invited to submit a full application for this project in the coming month.
RECOMMENDATION/ ACTION STEP
I am respectfully requesting Council concurrence to submit the application to the IEDA's
Community Catalyst Building Remediation grant program for the Creative Adventure
Lab project at 210 Jones Street.

flexible event spaces for entrepreneurship &community engagement events.
The Innovation Lab will build Dubuque's innovation ecosystem by engaging youth and
adults from all backgrounds. 6camples include: coworking open houses; innovation
training for nonprofits; corporate innovation sessions; idea pitches; forum style
discussions; community hackathons; and entrepreneurial initiatives geared toward youth;
like Girls Who Code, FIRST�Tech Challenge, and project-based learning & internship
opportunities for students (in partnership with programs like IJAG).
Phase 2 will engage a diverse network of partners to diversify programs&support
existing entrepreneurial initiatives within the community. Public partners currently
participating: local colleges/universities, business development organizations, and
regional innovation organizations like NewBoCo in Cedar Rapids.

Our private sector partners can use the Innovation lab to foster increased innovation
within their own corporations while supporting the community programming side of the
partnership. Several businesses and organizations have expressed interest in this type of
partnership model: John Deere, Cartegraph, Alliant Energy, Design Mill, local nonprofits,
private funders, and several startup businesses. The development of Phase 2 will create
spaces for growing businesses&startups to launch and scale.

innovation including: strengthening start-up business and entrepreneurial opportunities;
economic prosperity; equitable community; and rehabilitation of dilapidated buildings and
structures.
Coworking and innovation program participants who start and scale businesses could
locate in key revitalization districts, such as the Central Avenue Corridor, Washington
Neighborhood, North End, the Millwork District, or the South Port district for which the City
hasjust completed a$200,000 EPA Brownfields Area Wide Plan.
Business, state, and community leaders agree that increasing innovation is key to
increased economic growth in lowa. By creating opportunities for innovation &
entrepreneurship in our community, and attracting continued interest& investment, the
Innovation Lab can catalyze additional mixed-use facilities and services that growthe
innovation ecosystem. Examples include entrepreneurship support facilities (such as a
prototyping lab or virtual conferencing facility), additional coworking or stand-alone
business suites, and entrepreneurial nonprofit and educational spaces.
Not only does the project support local goals, it aligns well with the 5 scoring criteria for
the State's CCBR program. These criteria are the economic impact of the remediation
project, local government support, readiness, project plan and timeline, and project
financing. This public/private partnership project to reimagine a prominent gateway
building excels in all 5 of these scoring areas.

In the 5 short months since phase 1 was completed, this project has already generated
an additional $100,000 in private investment to expand innovation programming in our
community. Thanks to the success of Phase 1 and ongoing investment, we are now set to
launch phase 2 of the project, a continued partnership between the City of Dubuque,
Miller Development Group, and Creative Adventure Lab.
In Phase 2, Miller Development Group will fund development and the ongoing operating
costs of 4,000 square feet of coworking, meeting, and event spaces, while Creative
Adventure Lab will manage the space and lead innovation and entrepreneurship
programming within it. This partnership dynamic creates significant potential for
community impact and not only allows the project to launch quickly, but promotes long-
term success.
