BACKGROUND In late October, the lowa Economic Development Authority released information regarding a program entitled the Community Catalyst Building Remediation Grant. This grant program is intended to promote economic development in lowa cities and towns via the remediation of vacant or underutilized buildings. Cities are the applicant for this program and can only submit one project. The IEDA offered workshops throughout lowa in early- to mid-November to provide detailed information about the program, its purpose, and scoring criteria. Economic Development staff attended one of the workshops and notified local developers and community organizations of the program, soliciting proposals to the City. DISCUSSION Economic Development staff received four proposals by the stated deadline, and distributed these proposals to an internal selection committee for review using a scoring matrix designed to mirror the scoring criteria to be used by the IEDA for applicants. The proposal submitted to City staff from the Creative Adventure Lab project at 210 Jones Street received the highest score from the selection committee. City staff submitted this project to the IEDA on December 27, 2017 for its pre-application process in order to meet the December 31 , 2017 deadline. IEDA has contacted City staff stating that the City is invited to submit a full application for this project in the coming month. Coworking and innovation program participants who start and scale businesses could locate in key revitalization districts, such as the Central Avenue Corridor, Washington Neighborhood, North End, the Millwork District, or the South Port district for which the City hasjust completed a$200,000 EPA Brownfields Area Wide Plan. Business, state, and community leaders agree that increasing innovation is key to increased economic growth in lowa.
