INTRODUCTION
The attached draft of the Fiscal Year 2019 Annual Action Plan for the use of
Community Development Block Grant funds is being prepared for inclusion in the City
Budget. This memorandum requests the City Council set a public hearing, in
conjunction with the Housing and Community Development Department Budget
Hearing, on February 12, 2018 at 6:00 p.m.
DISCUSSION
The attached FY 2019 Annual Action Plan provides for use of Community Development
Block Grant (CDBG) funds for the estimated entitlement of$954,011 , prior year funding
of$154,625, and a projected $373,015 in program income for a total of $1,481 ,651 .
The City of Dubuque is an entitlement community and receives an annual allocation
from the U.S. Department of Housing and Urban Development (HUD) to help meet the
needs of low and moderate income persons in Dubuque. The Community
Development Advisory Commission provides review and comment on the activities,
funding allocations, and programs delivered with CDBG funding. The Commission will
review the plan at the January 2018 meeting.
The City has not received notice from HUD of the FY 2019 entitlement amount. The
proposed Action Plan will be revised when the city receives notification of the FY 2019
CDBG entitlement. City Staff will work with the Community Development Advisory
Commission if revision is necessary, and submit a recommendation to City Council.
Final approval of the FY 2019 Annual Plan will occur after federal allocations of CDBG
to entitlement communities are announced later this year and the final plan will be
adopted after a 30 day public comment period, public hearing by the Community
Development Advisory Commission, and City Council approval.
RECOMMENDED ACTION
I recommend that the attached FY 2019 Annual Action Plans be included in the City
budget and a public hearing be scheduled with the Housing and Community
Development Department budget session on February 12t" 2018.

A RESOLUTION SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2019
(PROGRAM YEAR 2018) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ANNUAL ACTION PLAN.
Whereas, the City of Dubuque has prepared a proposed Annual Action Plan for the
use of Community Development Block Grant funds for inclusion in the City Budget; and
Through a series of public meetings and hearings, finalized a Fiscal Year 2019
(Program Year 2018) Community Development Block Grant Annual Action Plan
addressing both housing and non -housing needs in the community will be prepared for
submission to the U.S. Department of Housing and Community Development; and
Whereas, copies of the draft Fiscal Year 2019 (Program Year 2018) CDBG Annual
Action Plan will be available for public comment for 30 days prior to City Council action;
and
Whereas, the City's Community Development Advisory Commission has reviewed and
provided comment on said plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:00 p.m. on February 12,
2018 for the purpose of holding a public hearing and taking action to include the Fiscal
Year 2019 (Program Year 2018) Community Development Block Grant Annual Action
Plan in the City Budget.
Section 2. That the City Clerk be and is hereby authorized and directed to publish a
notice of such public hearing and the City Council's intent to review and take action on
the Fiscal Year 2019 (Program Year 2018) Community Development Block Grant Annual
Plan.
