Absent: Sara Booth, Steve Drahozal, Laura Roussell STAFF PRESENT: Assistant City Manager Cori Burbach President Specht called the meeting to order at 5:03 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. MINUTE APPROVAL: Dean Boles motioned, and Kennicker seconded, approval of the minutes from the November 2, 2017 meeting. The motion passed unanimously. PUBLIC COMMENT: Paul Schultz addressed the Commission. He attended the recent City Council worksession on the community energy plan, and asked whether the intention was to hire one solar installer for community installations as part of the plan. Burbach clarified that it was not. 2017 PM ADVANCE (AIR QUALITY) UPDATE: ECIA Transportation Planner Chandra Ravada presented the annual update of the PM Advance plan to the Commission, which was recently submitted to the EPA. The data shows consistently improving particulate matter (PM 2.5) levels in the Dubuque/Potosi area. Burbach described the localized working happening through the CLEAR4 grant to increase awareness about the causes and impacts of poor air quality. Boles advised that the relationship between air quality and modeled health impacts be made clearer in the future. Burbach asked for Commission input regarding use of the handheld air quality monitors purchased through the CLEAR4 grant. Commissioners recommended that they be placed at public facilities across the city, and also that the monitors be made available at the Carnegie-Stout Public Library for checkout. The Commission is also interested in the use of the monitors to address indoor air quality. Burbach will deliver a plan for monitor use at the February commission meeting. INTERSECTION OF STAR COMMUNITY RATING SYSTEM & IMAGINE DUBUQUE COMPREHESNIVE PLAN: Burbach reviewed the submittal documents from the STAR Community rating submittal, and the commission discussed the most beneficial way to use the data. As each commissioner studies their areas of interest, they will look for alignment with the comprehensive plan and the RCAC priorities. They will also identify recommendations for action prior to 2019 recertification, which they will bring to the Commission for action. DRAFT DESIGN AND RESILIENCY TEAM (DART) REPORT: A draft of the DART report was presented to the Commission, to be read by the January meeting. Boles noted that the report does include useful recommendations related to social resiliency, but lacks the direction he hoped related to climate adaptation planning. PARTNERS FOR PLACES EQUITY TRAINING: Specht reported on her attendance at the P4P Equity training hosted by the Community Foundation. Following the training, she was left asking, 1) How can our community reflect the best things we see?, 2) What divisions do we see? What are the impacts? and 3) How do we bridge those divisions? Burbach reported that next steps for the grant include a training for organization staff that includes strategies for successful engagement of people of color and traditionally unengaged populations, and the development of collaborative projects led by residents to address neighborhood needs. COMMISSIONER REPORT: Darr asked that links to the month's City Council agendas be added to the Commission agendas, so that commissioners can review them for relevancy to their own work. He also asked that the Commission be aware of the tension between focusing on data analysis and outcomes, and actually completing work. Commissioners agreed, and this will be reflected in future agendas. NEXT MEETING: Thursday January 4, 2017, 5:00 PM at City Hall Annex.
