CITY OF DUBUQUE ZONING ADVISORY COMMISSION
REGULAR SESSION
6:00 p.m.
Wednesday, January 3, 2018
Carnegie Stout Public Library Auditorium

Commissioners Present: Chairperson Tom Henschel; Commissioners Rich Russell,
Laura Roussell, Steve Baumhover, Martha Christ, and Michael Belmont; Staff Members
Kyle Kritr and Guy Hemenway.
Commissioners Excused: Patrick Norton.
Commissioners Unexcused: None.
CALL TO ORDER: The meeting was called to order by Chairperson Henschel at 6:00
p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
the meeting was being held in compliance with the lowa Open Meetings Law.
MINUTES: Motion by Belmont, seconded by Roussell, to approve the minutes of the
December 6, 2017 Zoning Advisory meeting as submitted. Motion carried by the
following vote: Aye — Baumhover, Roussell, Christ, Russell, Belmont and Henschel;
Nay— None.
ACTION ITEMS
Plat of Survev: Application of Trent Marting/IIW, P.C., to submit a Plat of Survey for
Mississippi Heights Subdivision No. 6 for property located at the end of Mt. Loretta
Avenue.
Trent Marting, 390 Mississippi View Drive, said that the submitted Plat represents a
reconfiguration of his and his parents' property that will help improve access and
provide an additional building lot. He said that the replat will also provide him access
along the Mt. Loretta with an additional access to the back lot.
Staff Member Kritr discussed the plat, noting that Lot 3 will not have the required
amount of frontage. He said that as the reconfiguration will create three new lots, it is
considered a minor subdivision and must be reviewed by the Commission. He said that

the City's Fire and Engineering Departments have reviewed and approved access to
the property. He said that the Zoning Board of Adjustment had also approved a Special
Exception allowing the house to be built farther back than 50-foot maximum allowed,
subject to the Zoning Advisory Commission's approval of the lot replat. He said that
staff had no objections to the plat, and he recommended approval subject to waiving
the lot frontage requirement for Lot 3.
Commissioners discussed the request and felt it was appropriate.
Motion by Russell, seconded by Christ, to approve the Plat of Survey of Mississippi
Heights Subdivision No. 6, subject to waiving the lot frontage requirement for Lot 3.
Motion carried by the following vote: Aye — Baumhover, Roussell, Christ, Russell,
Belmont and Henschel; Nay — None.
Plat of Survev: Application of Theresa Doerr/Buesing & Associates, to submit the Plat
of Survey of Cedar Lake — East 12�h Addition for property located at 3271 North Cedar
Court.
Theresa Doerr, 3271 North Cedar Court, noted that she and her husband bought a flag-
shaped lot with frontage along North Cedar Crest Court. She said that frontage is not
needed and she would like to dispose of it deeding it back to the homeowners'
association.
Staff Member Kritz stated that North Cedar Crest Court is a private street, and once the
lot is split deeding the frontage to the homeowners' association, the remaining house lot
will not have the required 50 feet of frontage. He said that staff did not have any
concerns with the proposed lot split and he recommended approval subject to waiving
the lot frontage requirement for Lot 1 .
Commissioners discussed the request and felt it was appropriate.
Motion by Baumhover, seconded by Belmont, to approve the Plat of Survey of Cedar
Lake East — 12�h Addition subject to waiving the lot frontage requirement for Lot 1 .
Motion carried by the following vote: Aye — Baumhover, Roussell, Christ, Russell,
Belmont and Henschel; Nay — None.

ITEMS FROM STAFF: Staff Member Kritz distributed a demographic profile survey to
Commissioners. He asked Commissioners to complete the Membership Profile Survey
and he'll return them to the City Clerk's Office.

ADJOURNMENT: Motion by Russell, seconded by Belmont, to adjourn the meeting.
Motion carried by the following vote: Aye — Baumhover, Roussell, Christ, Russell,
Belmont and Henschel; Nay — None
