Van Milligen, City Manager SUBJECT:FY 2003 Annual Action Plan - Amendment 3 January 14,2003 Information Services has informed Housing Services that the network server, scheduled for replacement in FY 2006, has reached the end of its useful life. The present server lacks sufficient capacity for installation of new replacement computers and software for Section 8 and the installation of the Permits Plus software system. The $13,000 cost of the server will be covered by $6,500 Section 8, $1,625 General Fund and $4,875 CDBG. Since there is no contingency balance, the funds will be transferred from the First Time Homebuyer program to cover the costs. Housing and Community Development Department Director David Harris and the Community Development Advisory Commission recommend City Council approval of changes in the City's Community Development Block Grant (CDBG) FY 2003 Annual Action Plan to provide for the transfer of $4,875 from the First Time Homebuyer Program to Housing Administration. These changes provide for the transfer of $4875 from the First Time Homebuyer Program to Housing Administration. NON-SUBSTANTIAL AMENDMENT Information Services has informed Housing Services that our network server, scheduled for replacement in FY 2006, has reached the end of its useful life. The Citizen Participation Plan states a substantial amendment is any change in the use of CDBG funds from one eligible activity to another in excess of $25,000 in one program year. Since the funds requested are less than $25,000, the proposed amendment is non- substantial and can be adopted by resolution of the City Council following review and recommendation of the Community Development Advisory Commission. The Community Development Advisory Commission reviewed the request at their January meeting. There were no public comments regarding the amendment. By a vote of 6-0, the Commission voted to approve the proposed amendment and recommend to the City Council. RECOMMENDATION I recommend that the City Council approve the above-described Amendment 3 to the City's FY 2003 (Program Year 2002) Annual Action Plan for the use of CDBG funds. These changes will allow the transfer of $4875 from the First Time Homebuyer Program to Housing Administration. ACTION STEP The Action Step is for the City Council to adopt the attached resolution. Prepared by Aggie Kramer, Community Development Specialist RESOLUTION NO. 20-03 RESOLUTION APPROVING AMENDMENT 3 TO THE FISCAL YEAR 2003 (PROGRAM YEAR 2002) ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Whereas, the City of Dubuque has prepared and filed with the U.S. Department of Housing and Urban Developmem an Anmlal Action Plan for Fiscal Year 2003 (Program Year 2002); and Whereas, the City has previously mended the FY 2003 Annual Action Plan on June 17, 2002 and December 2, 2002; and Whereas, the City now desires to amend said FY 2003 Annual Action Plan to allocate funds as per the attached Exhibit A; and Whereas, said amendment is a non-substantial amendment as provided in the City's Citizen Participation Plan and must therefore be approved by resolution of the City Council after review by the Community Development Advisory Co.miission; and Whereas, the Community Development Advisory Commission reviewed the proposed amendment on January 8, 2003, and has voted to approve said amendment and to recommend approval by the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Amendment 3 to the Fiscal Year 2003 (Program Year 2002) Annual Action Plan for the Community Development Block Grant Program hereto attached as Exhibit A is hereby approved. Section 2. That the City Manager is hereby authorized and directed to submit a copy of this resolution to the U. S. Department of Housing and Urban Development.
