ing.
Present: Mayor Buol,
Council Members Con-
nors, Jones, Lynch,
Resnick, Voetberg, City
Manager Van Milligen,
Assistant City Attorney
O'Brien
Absent: Council Mem-
ber Braig
Mayor Buol read the
call and stated this is a
special session of the
City Council to discuss
the Unified Develop-
ment Code.

(Final)
Discussion regarding
the Unified
Development Code
Planning Services
Manager Laura Car-
stens introduced Asso-
ciate Planner Kyle
Kritz, Assistant Planner
Guy Hemmingway and
Assistant Planner Wal-
ly Wernimont. Carstens
stated that this session
will cover Articles 11-
17 of the Unified De-
velopment Code. Car-
stens provided informa-
tion on proposed
changes to the follow-
ing Articles:
Article 11 Land sub-
division
Article 12 Site plans
Article 13 Design
standards (substant-
ially new)
Article 14 Parking
Article 15 Signs
Article 16 Adminis-
tration and enforce-
ment (no substantive
change)
Article 17 Legal status
provisions (no substan-
tive changes)
Carstens stated that
public input was
received on all articles
and solicited from the
Business Roundtable
and developers. Article
15 on signs had its own
review committee, and
the Environmental Ste-
wardship Commission
reviewed development
proposals. Carstens
provided follow up
from work session #2.
During discussion,
City Council Members
questioned words and
phrases, noted cor-
rections, and offered
their suggestions re-
lated to Articles 11-17
of the Unified Develop-
ment Code.
CLOSED SESSION
Motion by Jones to go
into Closed Session at
7:44 p.m. Seconded by
Resnick. Motion car-
ried 6-0.
Upon motion the City
Council reconvened in
Open Session at 8:43
p.m. stating that staff
had been given proper
direction.
There being no
further business, upon
motion the City Council
adjourned at 8:44 p.m.
