SUBJECT:Proposed Revision to Section 32-285 of the Code of Ordinances
Operations and Maintenance Manager Don Vogt is recommending a revision to Section
32-285 of the Code of Ordinances, which would add a section of East 16th Street to the
list of streets signed for year-round alternate side parking restrictions. This would be to
facilitate street sweeping and snow removal operations, as requested from area
business owners.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT:Proposed Revision To Section 32-285 fo the Code of Ordinances
Introduction
The purpose of this memorandum is to submit to you a proposed ordinance for your
consideration and approval. This ordinance would revise paragraph (b) of SectiOn 32-
285 of the Code of Ordinances.
Discussion
Chapter 32 of the Code of Ordinances is entitled "Motor Vehicles and Traffic". Section
32-285 is entitled "Alternate side street parking". Staff recommends that a section of
East 16th Street be added to the list of streets already signed for year-round alternate
side parking restrictions. These restrictions were originally adopted by the City Council
in 1976 to facilitate street sweeping and snow removal operations in the downtown
area.
Over the last two years, we have received repeated requests from business owners
adjoining East 16th Street immediately east of Central Avenue, that we do a better job
removing snow and sweeping litter along the metered half block. Our efforts have been
consistently stymied by parked cars, especially during the overnight hours. The
attached ordinance is proposed to address this situation.
Attached is a copy of Section 32-285 with the proposed addition underlined. Also
attached is a copy of the ordinance as recommended. The final attachment is a copy of
a letter to the residents in the immediate vicinity of the noted halfblock, to be delivered
upon your authorization.
Recommendation
Staff recommends that this proposed ordinance be approved by you and the City
Council.

Sec. 32-285. Alternate Side Street Parkin~l:
(a) This section is enacted as an enforcement procedure for the protection of public
safety and welfare and shall be used to facilitate street sweepincj and the
removal of snow and ice accumulations on certain public streets.
(b) There is hereby established an alternate side street parkin§ district comprised of
streets and/or portions thereof as follows:
First Street, both sides, from Bluff Street to Iowa Street.
Second Street, both sides, from Bluff Street to Iowa Street.
Third Street, both sides, from Bluff Street to Central Avenue.
Fourth Street, both sides, from Bluff Street to White Street.
Fifth Street, both sides, from Bluff Street to White Street.
Sixth Street, both sides, from Bluff Street to White Street.
Seventh Street, both sides, from Bluff Street to White Street.
Eighth $treet, both sides, from Bluff Street to White Street.
Ninth Street, both sides, from Bluff to Pine Street.
Tenth Street, both sides, from Bluff to White Street.
Eleventh Street, both sides, from Bluff Street to Pine Street.

The city manager is hereby authorized and directed to establish time restrictions
within the alternate side street parking district and to post appropriate signs
therefore.
Upon petition to the city manager by any person for parking time restrictions
within the alternate side street parking district, the city manager shall review such
requests and make such changes as are deemed necessary by the city
manager.
When any vehicle parked in violation of this section constitutes a hindrance and a
hazard to the prompt removal of snow and ice accumulations, the police
department may cause the immediate removal of the vehicle. When conditions
permit, the police department shall make a reasonable effort to contact the last
registered owner of the vehicle before summarily removing the vehicle.
The towing and storage of vehicle parking in violation of this section shall be in
accordance with sections 32-431, 32-432 and 32-433 of this chapter. (1976

AN ORDINANCE AMENDING CITY OF DUBUQUE CODE OF ORDINANCES
SECTION 32-285(b) ALTERNATE SIDE STREET PARKING BY ESTABLISHING
PARKING RESTRICTIONS ALONG A SECTION OF SIXTEENTH STREET.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. Section 32-285(b) of the City of Dubuque Code of Ordinances is
hereby amended by adding thereto the following:
[(b) There is hereby established an alternate side street parking district comprised of
streets and/or portions thereof as follows:]
Sixteenth Street, both sides, from Central Avenue to the alley entrance immediately
east of Central Avenue.
Section 2. This ordinance shall take effect upon publication.

Dear Sir or Ms.:
The purpose of this letter is to notify you of the City of Dubuque's intent to propose that
year-round, alternate-side, parking restriction signage be installed along 16th Street
immediately east of Central Avenue. The only area that would be affected is the half
block that currently has parking meters. The signs would be very similar to those used
elsewhere in the downtown. The signs would prohibit parking during the early morning
hours on Monday, Wednesdays and Fridays or Tuesdays, Thursdays and Saturdays.
The purpose of the signs is to allow City crews to more effectively sweep the parking
lanes during dry weather and plow/remove snow during the winter. It is our intent to
submit this proposal to the City Council at its February 3rd meeting.
