City Engineer Gus Psihoyos recommends the approval to award McDermott Excavating
the contract in the amount of $310,221.51 for the Pennsylvania Avenue from IA 32 to
Vizaleea Drive Safety Improvements Project, Phase II, contingent upon the approval of
the Iowa Department of Transportation. This is 7.53% over the engineer's estimate due
to the addition of durable pavement markings.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Pennsylvania Avenue from IA 32 to Vizaleea Drive Safety Improvements Project, Phase
II.
BACKGROUND
The Pennsylvania Avenue from IA 32 to Vizaleea Drive Safety Improvements Project,
Phase I1, involves the following improvements:
- Addition of a right-turn lane on the westbound approach at the Hempstead High
School parking lot entrance.
- Upgrade existing traffic signals with ITS control cabinet and interconnect.
- Addition of fencing on the west side of Hempstead High School near the bus lane.
BID RESULTS
Sealed bids were received on the project on July 16, 2009. McDermott Excavating of
Dubuque, IA submitted the low bid in the amount of $310,221.51. This amount is 7.53%
over the engineer's original estimate of probable cost. Durable pavement markings
were added to the project after the original estimate was released. These pavement
markings were recommended by the State of Iowa and they account for the increase in
the cost estimate. A summary of the bid proposals received are as follows:

RECOMMENDATION
I recommend that the contract be awarded to McDermott Excavating in the amount of

PHASE II
Whereas, sealed proposals have been submitted by contractors for the
Pennsylvania Avenue from IA 32 to Vizaleea Drive Safety Improvements Project, Phase
II (the Project) pursuant to Resolution No. and Notice to Bidders published in a
newspaper published in the City of Dubuque, Iowa on the 19t" and 26t" days of June,
2009.
Whereas, said sealed proposals were opened and read on the 16t" day of July,
2009 and it has been determined that McDermott Excavating of City, State, with a bid in
the amount of $310,221.51, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
McDermott Excavating, contingent upon the approval of the Iowa Department of
Transportation, and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
