SUBJECT: Midwest High Speed Rail Association

The Midwest High Speed Rail Association (MHSRA) is amembership-based, non-profit
organization advocating the development of fast, frequent and dependable passenger
trains. MHSRA's nearly 1,000 Illinois members, which include more than 100
organizations and municipalities across the state, believe that a strong network of fast
trains will make Illinois a more attractive place to live and do business while conserving
energy, boosting transportation safety and minimizing pollution impacts.
Tom Reilley, Ed Sheppley and Dave Solberg of the Envision 2010 Passenger Rail
Committee, now led by Sue Czeshinski, have requested that the City of Dubuque join
the Midwest High Speed Rail Association as they are part of the advocacy for additional
passenger rail service in Illinois.
As other cities have done, I respectfully recommend Mayor and City Council approval
for the City of Dubuque to join at the $500 patron level. Funds are available from the
City Manager's membership budget.
