SUBJECT:Dubuque Local Flood Protection Project Continuing Eligibility Inspection
The U.S. Corp of Engineers Emergency Management Division submitted the attached
January 17, 2003 letter advising the Dubuque Local Flood Protection Project Continuing
Eligibility Inspection was performed on November 22, 2002. The letter from Terry L.
Stieger, Chief, Emergency Management Division, says "The City is doing a fine job of
maintaining the flood control works." Mr. Stieger goes on to say, "...the City of Dubuque
and its employees are recognized for the excellent maintenance work that has
facilitated continuous acceptable levee inspection ratings."

Dear Mr. Klostermann:
This letter is in reference to the Dubuque Local Flood Protection Project
Continuing Eligibility Inspection performed on November 22, 2002. The overall general
condition for the project is considered Acceptable as defined by Public Law (PL) 84-99
project maintenance standards. The enclosed report and photographs provide details of
the inspection results.
An effective maintenance program based on PL 84-99 requirements is necessary
to insure maximum flood protection during periods of high water. Additionally, a project
in good standing remains eligible for consideration of repair assistance under PL 84-99
should it become damaged during a flood event.
As noted above, your flood control works inspection report for 2002 is acceptable.
Your inspection reports have been acceptable for the past several years and I wish to
recognize you and your employees for your efforts. The City is doing a fine job of
maintaining the flood control works. I support you in all your efforts to maintain your
flood control works in excellent condition. Please feel flee to call your Flood Area
Engineer, Mr. Thomas Mack, for any technical assistance we may provide. Once again,
the city of Dubuque and its employees are recognized for the excellent maintenance work
that has facilitated continuous acceptable levee inspection ratings.
As a reminder, you are required to perform an annual interim inspection of your
flood control works. At the conclusion of your inspection, you are to send a report to this
office noting alt the maintenance efforts that have been accomplished. This report is due
no later than August 1, 2003. A summary of your inspection, the maintenance work
performed, and the operation of the flood protective works should be included.
Also attached, please find a pre-addressed postage paid envelope and a "Levee
Inspection Program Customer Survey" form. Please take time to complete this survey
and return it to this office. This survey aids as in improving our program services.
