Specifically, we will offer a program of financial counseling, including budgeting, credit counseling and home purchase education to all FSS Program families, throughout the year. We have developed a Memorandum of Understanding with Extension Services, to perform this counseling program. The Extension has been our partner in homeownership counseling since 1992, beginning with the DREAMS Program. They have continued to work with us over the years, counseling all of our PATH Program homebuyer families, assisted through grants received from the Federal Home Loan Bank. The MOA is attached for your review. My request is to authorize my signature on the Agreement. Alternatively, if you prefer your own signature or if it's your decision that this requires Council approval, please advise. MEMORANDUM OF UNDERSTANDING between City of Dubuque Housing Services 1805 Central Ave Dubuque, IA 52001 and Dubuque County Agricultural Extension District 14742 Hwy. 20 W. Suite 2 Federal ID # 42-6021420 THIS AGREEMENT is made and entered into by and between the City of Dubuque Housing Services, hereinafter called Agency, and the Dubuque County Agricultural Extension District, hereinafter called County Extension. PURPOSE: It is the mutual desire of the Agency and County Extension to support this project for the purpose of providing financial management education to individuals who are receiving Section 8 Housing assistance. The activity covered by this agreement is part of a grant, project number FM- IA087-5402, received by the Agency from HUD, hereinafter referred to as Prime Award. It is the belief of the cooperating parties that the project will be to their mutual benefit and to the benefit of the people of the City of Dubuque, Iowa. AGREEMENT: The contracting parties agree as follows: I. Agency agrees: A. That David Harris, Director of Housing and Community Development for the City of Dubuque , shall serve as coordinator of the project for the Agency. To reimburse the Treasurer of County Extension up to a total of $25,200 for personnel and operating expenses associated with the Family Self-Sufficiency and Homeowership Program. Payment shall be made in monthly increments of $2,100 and payable by the fifteenth (15th) day of each month. The approved budget is attached to and made a part of this agreement as Exhibit A. To recruit participants, refer participants to County Extension, follow-up with all referrals, consult regularly with staff providing services, and coordinate joint project efforts. D. That the Agency will be responsible for all reporting required by the Prime Award. County Extension agrees: A. That the County Extension Education Director or his/her designee, shall act for County Extension in administering this Agreement. B. That key personnel shall include Ellen Spurlock, Extension Field Specialist, who will give leadership to the project. Pat Thies, Iowa State University Financial Program Assistant, and Char Eddy, Dubuque County Housing and Financial Counselor. C. To provide individualized assessments for all participants, one-on-one financial counseling and educational services including basic money management, credit education and credit repair, pre-homeownership education, home purchase counseling, and remedial counseling to prevent default for forty-five low-income families. D. To submit progress reports as requested describing services delivered and summarizing impact data. E. To keep detailed financial records documenting actual costs incurred in delivering the services. A final financial report shall be made within 30 days of the project's end date, and any unspent funds shall be returned to the Agency with the final financial report.. F. To make available such physical facilities and services as County Extension possesses and as may be required to carry out the terms of this Agreement. III. It is mutually understood and agreed that: A. Funds made available to County Extension under terms of this Agreement shall be expended in accordance with the fiscal regulations governing County Extension. County Extension agrees to maintain adequate accounting records and allow authorized officials of the Agency to examine the financial records pertaining to this Agreement at reasonable times and for a period of three years after completion of the project. Nothing herein shall be construed as obligating the Agency for future payment of money in excess of that stated in Section I of this Agreement. B. This Agreement may be canceled prior to the termination date by either party to the Agreement upon thirty (30) days written notice. C. The effective period for this Agreement shall be October 1, 2002 through September 30, 2003. It may be extended in its present form, or in a modified form by mutual written agreement.
