Terrance M. Duggan, Mayor of the City of Dubuque (City), contacted my office
requesting assistance with a problem the City is experiencing with the Federal Emergency
Management Agency and commercial property which was severely damaged as a result of the
June 2002 flooding. Please find enclosed a copy of his signed letter which authorizes me to
inquire on his behalf and outlines the City's situation.

in this matter and advise as to any options the City may pursue in obtaining additional assistance
