The Dubuque City Council met in special session at 5:00 p.m. on July 20, 2009 in the Historic
Federal Building.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City
Manager Van Milligen, City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council to discuss the East
/ West Connectivity Study.
WORK SESSION
East / West Connectivity Study
Project Manager Steve Sampson Brown explained that the purpose of the work session was to
provide an update on the progress of the project and that the focus has been on working on multi-
modal corridors, traffic capacity, and bike/pedestrian access as well as topics from the November
2008 work session regarding difficulties with constrained right-of-way corridors impacting the
expansion of typical cross sections which best facilitate the three modes.
Will Sharp and Courtney Sokol, of HDR, Inc., 8404 Indian Hills Drive, Omaha, Nebraska, reviewed
the study process and provided updated information from the previous work session via oral report
and slide presentation including:

Corridor improvement scenarios
Scenarios 1-18 from November 2008 work session

Scenarios 19-22, new corridor improvement scenarios

Review corridor screening findings: identification and strategies

Culmination at November 2009 work session
Following City Council discussion, Mr. Sharp summarized by stating HDR started by optimizing
traffic capacity and consideration of complete streets. The purpose of the study was to focus on
east/west corridor capacity improvements. Mr. Sharp believed there are no easy or prefect solutions
that can feasibly solve it all within acceptable costs and acceptable levels of right-of-way impacts. The
plan will improve operations for pedestrians and bicycles, is balanced with right-of-way and cost
impacts, and is consistent with the trail plan developed by the City.
There being no further business, upon motion the City Council adjourned at 6:02 p.m.
