TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: Homelessness Prevention and Rapid Re-Housing Program
DATE: July 27, 2009
Housing and Community Development Director David Harris is recommending approval
of the resolution executing the grant agreement for the Homelessness Prevention and
Rapid Re-Housing Program funds in the amount of $502,294.
Under Title XII of the American Recovery and Reinvestment Act, Congress designated
$1.5 billion for homeless prevention and assistance. Dubuque's entitlement share, as
established by formula, is $502,294. On May 4, 2009 the City Council approved the
application and FY 2009 Annual Action Plan substantial amendment providing for the
HPRP funds. On July 14thh we received notification that the HPRP amendment has
been approved by HUD.
The HPRP program will provide financial and other assistance to prevent individuals
and families from becoming homeless and help those who are experiencing
homelessness to be quickly re-housed and stabilized. The funds will provide for short-
term and medium term rental assistance and housing relocation and stabilization
services, including such activities as mediation, security or utility deposits, utility
payments, moving cost assistance, and case management. All persons and familes
assisted must have incomes below 50% of area median income.
We propose to contract with Project Concern as the primary service delivery provider for
HPRP grant activities. Project Concern staff is fully trained and equipped to use the
automated Homeless Management Information System (HMIs) reporting software
program required by HUD for data entry. This capacity is essential for grant
performance, as HUD is requiring timely expenditure as a condition of a continuing
grant contract.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum requests City Council adoption of a resolution authorizing the Mayor
to sign a Homelessness Prevention and Rapid Re-Housing Program (HPRP) grant
agreement with the U.S. Department of Housing and Urban Development (HUD) in the
amount of $502,294.
DISCUSSION
Under Title XII of the American Recovery and Reinvestment Act, Congress designated
$1.5 billion for homeless prevention and assistance. Dubuque's entitlement share, as
established by formula, is $502 294. On May 4 2009 the City Council approved the
application and FY 2009 Annual Action Plan substantial amendment providing for the
HPRP funds. On July 14th we received notification that the HPRP amendment has been
approved by HUD.
The HPRP program will provide financial and other assistance to prevent individuals and
families from becoming homeless and help those who are experiencing homelessness to
be quickly re-housed and stabilized. The funds will target individuals and families who
would be homeless if not for this assistance. The funds will provide for short-term and
medium-term rental assistance and housing relocation and stabilization services, including
such activities as mediation, security or utility deposits, utility payments, moving cost
assistance, and case management. All persons and families assisted must have incomes
below 50% of area median income.
We propose to contract with Project Concern as the primary service delivery provider for
HPRP grant activities. Project Concern staff is fully trained and equipped to use the
automated Homeless Management Information System (HMIs) reporting software
program required by HUD for data entry. This capacity is essential for grant performance,
as HUD is requiring timely expenditure as a condition of a continuing grant contract.

Mr. David Harris, Director
Housing and Community Development
City of Dubuque
350 West 6th Street, Suite 303
Dubuque, IA 52001
Dear Mr. Harris:
Congratulations! I am pleased to inform you that Homelessness Prevention and Rapid
Re-Housing Program (HPRP) Substantial Amendment to your jurisdiction's Consolidated Plan
2008 Action Plan has been approved for funding in the amount of $502,294.00. The amount
indicated is the amount originally allocated by HUD and as stipulated in the HPRP Notice,
published March 19, 2009. Enclosed are three signed Grant Agreements, which together with
your approved HPRP Substantial Amendment and the HPRP Notice constitute a contract
between HUD and the City of Dubuque and other information needed to expedite the
implementation of this grant.
Please be reminded that although the signed grant agreement is effective as of the date of
HUD signature, your jurisdiction's authorized representative must sign and return two of the
three grant agreements within 15 days of the date that HUD signed the grant agreement, per
Section IV.F.4 of the HPRP Notice. Also, note that the statutory 2- and 3-year deadlines for
expenditure of funds begin on the date that the grant agreement is signed by HUD. The execution
of all subgrantee contracts must be completed by September 30, 2009. Significant changes to
programs after the grant execution date should be discussed with the field office to ensure
consistency with HPRP standards and guidelines.
HPRP, as authorized under Title XII of the American Recovery and Reinvestment Act of
2009 (ARRA), provides financial assistance and services to prevent individuals and families
from becoming homeless and help those who are experiencing homelessness to be quickly re-
housed and stabilized. As a recipient of HPRP funding, HUD encourages your jurisdiction to
collaborate with eligible entities to maximize the expeditious and coordinated use of other
ARRA funds. HUD further encourages grantees to take advantage of the technical assistance
that has been made available by the Department. See http://www.hud.gov/recovery or
http://www.hudhre.info for more information.
If you have any questions or need assistance, please contact Mrs. Kim Radice, Community
and Development Representative, at (402) 492-3190. Your timely cooperation is appreciated.
Sincerely,
