Created: There is hereby created a housing commission to have such powers and responsibilities to the extent of the authority granted by the city council. (1976 Code, ? 11 1/2-76) Sec. 15-22. Purpose; Approval of Proposals: (a) The housing commission shall monitor and evaluate city housing needs and shall make recommendations as to how those needs can be met. In furtherance of this mission, the housing commission's duties and responsibilities shall include, but not be limited to, the following: (1) To contribute as appropriate in the planning, coordinating and review of housing development; (2) To conduct public hearings to ensure meaningful citizen input in the planning, implementation and assessment of the city's housing programs; (3) To provide for and encourage the participation of low and moderate income persons in the planning, implementation and assessment of housing programs; (4) To provide input into the community planning process and to assist in accomplishing a coordinated and consistent housing development program of the city in accordance with present and future housing needs; (5) To request and review ongoing surveys assessing housing needs and identifying future community housing needs, particularly the needs of persons of low and moderate income; (6) To support the efforts of the city council and other city commissions in the assessment of the general housing needs of the community; (7) To undertake from time to time other specific ongoing housing planning which may be referred to it by the city council; (8) To research and recommend to the city council policies and programs facilitating the development of affordable housing; (9) To undertake public information efforts to educate citizens of the availability of federal, state and locally funded housing assistance programs; (10) To assist in the preparation of the housing element of the city comprehensive plan and the annual consolidated plan; (11) To offer comment, as appropriate, on the consistency of proposed housing development with the comprehensive plan, consolidated plan and existing city housing strategies. (b) Any proposed low rent housing project shall be subject to specific approval by the city council and any project requiring a referendum as provided in chapter 403A of the 1979 code of Iowa shall be submitted to the voters of the city in accordance with such chapter. (c) The housing commission shall monitor the city's housing program and conduct hearings on grievances which arise out of the operation of such program except in the area of housing code enforcement. (d) The housing commission shall undertake such additional duties, with regard to the housing trust fund, as are specified in chapter 26, article III of this code. All subsequent appointments shall be for a term of three (3) years, or until a successor is duly appointed. (c) Vacancy caused by death, resignation or otherwise on the commission shall be promptly filled by the city council for the unexpired term of office. (d) At least three (3) members of the commission shall be selected specifically on the basis of experience in real estate development, banking, finance, accounting, funds management or other related areas of expertise. (e) One member of the commission shall be a person who is a recipient of tenant based rental assistance under section 8 of the United States housing act of 1937 (42 USC 1437f) whose name appears on a lease of section 8 property and who is eighteen (18) years of age or older. If such member ceases to be a recipient of rental assistance under section 8, the term of such member shall be deemed terminated and a new member who meets the requirements of this subsection (e) shall be appointed for the remainder of the term. Meetings: (a) The housing commission shall hold at least one official meeting per month. (b) Members of the commission shall attend at least two-thirds (2/3) of all regularly scheduled and held meetings within a twelve (12) month period. If any member does not attend such a prescribed number of meetings, it shall constitute grounds for the commission to recommend to the city council that said member be replaced. The attendance of all members shall be entered upon the minutes of all meetings. (c) All meetings shall be held in conformance with the provisions of the Iowa open meetings law. (d) The housing commission shall file with the city council a copy of the minutes of each regular and special meeting of the commission within ten (10) working days after each such meeting. At the appropriate regularly scheduled council meeting, applications will be submitted to the City Council for their review and applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular commission. Applicants will be advised when the application is being presented. Appointment(s) will be made at a later meeting. Applicants will be notified as to the outcome of the Council's action. If not appointed at that time, this application will continue to be resubmitted, as needed, as long as the application is active (unless the applicant advises they are no longer interested). Trust Fund Established: Subject to the conditions hereinafter set forth, a fund to be known as the City of Dubuque Housing Trust Fund (Trust Fund) is hereby established for the collection and disbursement of funds to meet the housing needs of the City's low and moderate income residents. Such solicitations, bylaws, policies and guidelines shall be approved by the housing commission and submitted to the city council for its approval. (b) The housing trust fund advisory committee shall coordinate an effective mechanism for public participation in the operation of the trust fund, recommend projects to the housing commission for funding approval and engage in activities providing for the efficient use of the trust fund. (c) The housing trust fund advisory committee shall have five (5) members appointed by the city council to serve for three (3) year terms. Three (3) of the committee members shall be members of the housing commission and two (2) shall be members of the public. One of the initially appointed committee members shall serve a term of one year and two (2) of the initially appointed committee members shall serve terms of two (2) years. The chair of the trust fund advisory committee shall be appointed by the housing commission. The two (2) members of the public shall be selected specifically on the basis of experience in real estate development, banking, finance, accounting, funds management or other related areas of expertise. In order to provide more detailed information regarding my application for this position I am enclosing a copy of my resume' for your information. Presently I am involved with two organizations, the Hoffinann Development Center and Area Residential Care as a member of their operational boards. I serve as Treasurer for the Hoffmann Board of Directors. Meetings of each of these boards are scheduled once a month. The reasoning behind my application for appointment to the Civil Service Board is that I've spent my adult life in the service of my city and my country, as a police officer for the City of Dubuque, and also as a member of the U.S. Naval Reserve. During both of these periods it became clear to me that the quality of service to citizens begins at the initial application and certification level. Citizens are entitled to expect the best from the employees that serve them. From that perspective the testing and certification of the best applicants is essential to that goal. It is my understanding that the Civil Service Board supervises the testing and certification process that can accomplish this goal. Quorum; Majority Vote Required For Action By Board: Three (3) members of the board of trustees of the transit authority shall constitute a quorum for the transaction of business. Powers, Duties of Board: The board of trustees of the transit authority shall have: (1) The power to execute agreements and act as the applicant and recipient of federal and state grants relating to the transit system operation and the purchase of new equipment. (2) The power from time to time to fix and establish routes and schedules and change the same whenever it is deemed advisable and to fix, maintain and regulate rates, fares or charges for the transportation of passengers and any incidental services and the rates or charges to be made for advertising in buses or any other facility under the control of the board. (1976 Code, ? 38-71; Ord. 94-95, ? 2, 12-18- 1995) Sec. 46-74. Meetings: (a) The transit authority shall meet not less than bimonthly on a regularly scheduled day. (b) Members of the board of trustees of the transit authority shall attend at least two- thirds (2/3) of all regularly scheduled meetings within any twelve (12) month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the board to recommend to the city council that said member be replaced. Attendance of all members shall be entered on the minutes. (c) All meetings shall be held in conformance with the provisions of the Iowa open meetings law. (d) The board of trustees of the transit authority shall file with the city council a copy of the minutes of each regular and special meeting of the board within ten (10) working days after each such meeting. I use it for shopping and getting to all of m appointments. I know how important it is for the city to provide a reliable form of transportation to people who don't have any other way. It has been a lifeline for me. What contributions can you make or state reason for applying?: Even though the transit system is reliable, it does need some improvement. With IBM coming to town, more people may use the system if it is changed or services added. A lunch time shuttle from downtown to the Locust St. Hy-Vee, for example.
