City Engineer Gus Psihoyos is recommending that Dubuque Code of Ordinances be
amended by authorizing the City Manager to issue permits to anon-dwelling unit within
a Residential Parking Permit District.
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts (RPPDs). The purpose of such districts is to reduce traffic
congestion resulting from the use of parking within residential districts by persons not
residing within the district, to protect the residents of these districts from an
unreasonable burden in gaining access to their residences, to preserve the character of
such districts.
Currently, Residential Parking Permit District B encompasses the following area:
St. Mary's Street, from West Third Street to Emmett Street; Emmett Street, from St.
Mary's Street to Bluff Street; West Third Street, from St. Mary's Street to Bluff Street,
and the east side of Bluff Street from West First Street to West Third Street.
The property at 137 Bluff Street was originally a residential unit within Residential
Parking Permit District B. On September 10, 2007, the property was purchased; and in
May 2008, two businesses -Dale Carnegie Training and Bernardi & Long Investments
- began operations from this site. In order to conduct business, parking is necessary
for its clients.

INTRODUCTION
This memorandum is to request a change in City of Dubuque Code of Ordinances,
Chapter 32, Motor Vehicles and Traffic, Article IV Parking. Division VII Residential
Parking Permit Program to accommodate non-dwelling units (i.e., businesses) within a
Residential Parking Permit District.
This change is in response to a recent request from Teri Fairchild representing two
businesses at 137 Bluff Street--Dale Carnegie Training, and Bernardi & Long
Investments--for client parking.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts (RPPDs). The purpose of such districts is to reduce traffic
congestion resulting from the use of parking within residential districts by persons not
residing within the district, to protect the residents of these districts from an
unreasonable burden in gaining access to their residences, to preserve the character of
such districts as residential districts, and other various purposes.
Currently, Residential Parking Permit District B encompasses the following area:
St. Mary's Street, from West Third Street to Emmett Street; Emmett Street, from St.
Mary's Street to Bluff Street; West Third Street, from St. Mary's Street to Bluff Street,
and the east side of Bluff Street from West First Street to West Third Street.
DISCUSSION
The property at 137 Bluff Street was originally a residential unit within Residential
Parking Permit District B. On September 10, 2007, the property was purchased; and in
May, 2008, two businesses-Dale Carnegie Training and Bernardi & Long
Investments-began operations from this site. In order to conduct business, parking is
necessary for its clients.
In order to accommodate similar requests from non-dwelling units in an established
Residential Parking Permit District (RPPD), it is recommended that the City Manager
have authority to issue residential parking permits for non-dwelling units that will not
adversely impact the district. Anon-dwelling unit would be allowed to purchase through
annual fees no more than the number of residential parking permits that would have
been available when the building was used for residential purposes.
RECOMMENDATION
I recommend that Dubuque Code of Ordinances, Chapter 32, Motor Vehicles and
Traffic, Article XIV Parking, Division VII Residential Parking Permit Program, Section
32-321.725, be amended by authorizing the City Manager to issue permits to a non-
dwelling unit within a Residential Parking Permit District.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance for the proposed
amendment to City of Dubuque Code of Ordinances authorizing the City Manager to
issue parking permits to non-dwelling units in a Residential Parking Permit District.

AUTHORIZING THE CITY MANAGER TO ISSUE PERMITS FOR NON-
RESIDENTIAL PROPERTY
Section. 1. City of Dubuque Code of Ordinances § 32-321.725(a) is
amended by adding the following:
The owner of anon-residential building in a parking permit district
which was formerly a residential building may apply for residential
parking permits as provided herein. The number of permits which
may be issued for such non-residential building shall be limited to
the number of permits that would have been available when the
building was used for residential purposes.
