Van Milligen, City Manager SUBJECT: Iowa 32 Hike/Bike Trail, Phase 2 Project, Project #100-1157 DATE: July 27, 2009 Leisure Services Manager Gil Spence is recommending the contract in the amount of $187,248 for the Iowa 32 Hike/Bike Trail, Phase 2 Project be awarded to the low bidder, Connolly Construction. A $200,000 R.E.A.P Grant has been received to fund this project. The low bid is $7,248 over the engineer's estimate and $3,631 over budget. Cost overruns will be covered by savings from other projects in the FY2010 Park Division C.I.P. budget. I concur with the recommendation and respectfully request Mayor and City Council approval. Spence, Leisure Services Manager SUBJECT: Iowa 32 Hike/Bike Trail, Phase 2 Project, Project #100-1157 INTRODUCTION The purpose of this memorandum is to recommend that the City Council award a contract to Connolly Construction for the Iowa 32 Hike/Bike Trail, Phase 2 Project. DISCUSSION Bids were received on July 23, 2009 for the Iowa 32 Hike/Bike Trail, Phase 2 Project. A summary of the bids received is as follows: Contractor Base Bid Connolly Construction $187,248.00 Arensdorf Construction $202,145.00 Tschiggfrie Excavating $207,030.00 Drew Cook and Sons $224,378.50 McClain Excavating $244,825.00 McDermott Excavating $261,273.65 This project provides for construction of an asphalt trail between Kennedy Road and Plaza Drive. An alternate bid for construction of a concrete trail was requested but the low bid of $240,992 is $53,744 more than the asphalt trail bid. The estimate of probable costs was as follows: Estimate Construction contract $ 180,942 Contingency $ 3,617 Engineering $ 15,441 Total $ 200,000 continued Iowa 32 hike/bike trail, phase 2, page two A $200,000 R.E.A.P. ACTION STEP The action requested is that the City Council adopt the attached resolution awarding a contract to Connolly Construction in the amount of $187,248 for the Iowa 32 Hike/Bike Trail, Phase 2 Project. Spence Address: 2200 Bunker Hill Rd Phone: (589) 589-4263 RESOLUTION NO. 280-09 AWARIDNG CONTRACT WHEREAS, sealed proposals have been submitted by contractors for the Iowa 32 Hike/Bike Trail, Phase 2 Project pursuant to Resolution No. 225-09, and notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the 10th day of July, 2009. WHEREAS, said sealed proposals were opened and read on the 23rd day of July, 2009, and it has been determined that the bid of Connolly Construction in the amount of $187,248 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Connolly Construction, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
