SUBJECT: Trail at Bergfeld Recreation Area, Project #360-1943
DATE: July 27, 2009
Leisure Services Manager Gil Spence is recommending that the contract be awarded to
the low bidder, Drew Cook and Sons, in the amount of $392,087.70 for the Trail at
Bergfeld Recreation Area Project. This is $192,974 (33%) under the engineer's
estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Trail at Bergfeld Recreation Area, Project #360-1943
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council award a
contract to Drew Cook and Sons for the Trail at Bergfeld Recreation Area Project.
DISCUSSION
Bids were received on July 23, 2009 for the Trail at Bergfeld Recreation Area Project. A
summary of the bids received is as follows:

McClain Excavating $404,924.25
Tschigggfrie Excavating $420,608.60
McDermott Excavating $429,155.45
Portzen Construction $445,750.40
Eastern Iowa Excavating $468,018.30
Top Grade Excavating $511,683.50
The base bid provides for construction of a 1.83 mile asphalt trail. An alternate bid for a
concrete trail was also requested with the low bid of $517,115.20 received. Staff
recommends that an asphalt trail be constructed.
The estimate of probable costs was as follows:
Construction $ 588,062
Contingency $ 58,500
Engineering $ 22,130
Total $ 665,692
The low bid of $392,087.70 is $192,974.30 under the estimate of $585,062.

RECOMMENDATION
I recommend that the contract be awarded to Drew Cook and Sons in the amount of
$392,087.70 for the Trail at Bergfeld Recreation Area Project.
ACTION STEP
The action requested is that the City Council adopt the attached resolution awarding a
contract to Drew Cook and Sons in the amount of $392,087.70 for the Trail at Bergfeld
Recreation Area.

RESOLUTION NO. 281-09
AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the Trail at
Bergfeld Recreation Area Project pursuant to Resolution No. 228-09, and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa, on the 10th day of July,
2009.
WHEREAS, said sealed proposals were opened and read on the 23rd day of July,
2009, and it has been determined that the bid of Drew Cook and Sons in the amount of
$392,087.70 was the lowest bid for the furnishings of all labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Drew Cook and Sons,
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
