NLC Institute for Youth, Education and FamiliesTO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: National League of Cities -Institute for Youth, Education and Families
DATE: July 29, 2009
The National League of Cities (NLC) Institute for Youth, Education and Families (YEF)
with support from the Charles Stewart Mott Foundation has selected Dubuque as one of
the first twelve cities to participate in a learning community for municipal leaders
seeking to reengage disconnected youth. I am requesting one or two City Council
volunteers to participate in a national summit on October 11th - 13th in Boston,
Massachusetts.
The local effort is part of the City's Project H.O.P.E. effort being led by the Community
Foundation of Greater Dubuque. Project Hope Coordinator Alyssa Hauser is the key
staff person. This also fits nicely with the Every Child/Every Promise initiative and the
social/cultural vibrancy element of the sustainability priority. Local participants in this
National League of Cities Youth, Education and Families initiative are:
Project Hope Coordinator Alyssa Hauser
Economic Development Director Dave Heiar
Housing and Community Development Department Director David Harris
Acting Chief of Police Terry Tobin
Police Captain Russ Stecklein
Police Lieutenant Jeremy Jensen
Leisure Services Manager Gil Spence
Neighborhood Development Specialist Jerelyn O'Connor
Library Director Susan Henricks
Family Self-Sufficiency Coordinator Carroll Clark
East Central Intergovernmental Association Region 1 Employment and Training
Director Dave Leary
Multicultural Family Center Director Tara Nelson
Four Mounds Foundation Executive Director Chris Olson
Northeast Iowa Community College Executive Director of the Town Clock Center
Wendy Wheelock
Iowa State University Extension Family Life Field Specialist Beverly Berna
Manasseh House Director Michelle Mihalakis
AmeriCorps Program Coordinator Penny Ehlinger
Community Foundation of Greater Dubuque President/CEO Nancy Van Milligen
