Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendations for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $2,500 for Wahlert High School and $41,500 for Loras College.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve two requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY10 with a balance of $332,873. The
FY09 4th Quarter adjustment added $5,559. Currently there is a balance to be awarded of
$280,417.
At its meeting yesterday, the Commission approved two requests for funding:
1) Up to $2,500 for Wahlert High School for two teleprompters and some production music.
2) Up to $41,500 for Loras College for a set of three cameras, tripods, and related
accessories to use in sports and remote productions.
Wahlert and Loras are far and away the biggest contributors of programming to the shared
educational access channel. The grant applications are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

royalty free music for the WCTV studio/VVCTV broadcasts. This request is part of our ongoing effort to
improve the quality and content of our bradcasts. We were able to buy one teleprompter last year, but
with two anchors, we need two more to complete the studio (one for each camera). Students will not be
allowed to use copy writed music in programming anymore. We need to have a royalty free music library
on hand for them to use.
Describe how the community will benefit from your request:: The community always benefits from
improved quality and content. We are updating our background and reformatting our broadcast to give
WCTV a more professional look. The teleprompters and music library will also help us move in a more
professional direction.

Provide a general description of what you are requesting and why:: In October of 2008 we were
generously granted the funds by the Cable TV Tele-programming Commission to purchase a portable,
multi-cam production switcher, and Clearcom intercom communication system. This request stemmed
from a conversation with Mediacom Public Access Manager Jim Barefoot, who urged us to seek the funds
for our own all encompassing live production kit, similar to what we would normally reserve from him at
Mediacom. With more and more requests from other entities which are producing content for cable
access, it was becoming increasingly harder for Mr. Barefoot, his staff, and equipment to be available for
all of our productions. There's no doubt that the addition of the portable, multi-cam switcher and intercom
system will help with some of the scheduling conflicts this next year, however, we are still in need of
borrowing cameras, tripods, and monitors from public access.
For the past several years, with the use of Mediacom's equipment we've covered home football and
basketball games, and re-broadcast them to the Dubuque Community through public access. We're now
committing to producing more broadcasts such as select Loras masses, as well as home soccer games.
With the increase of productions in our schedule, we find it necessary to request the remaining items
needed to meet the demands of our production schedule, contributing more content for public access. We
are very pleased to submit this application for funds to purchase three cameras and tripods and related
items to produce a high quality production that could be enjoyed on either the access station or the access
website.
Describe how the community will benefit from your request:: We are confident the Dubuque community
will realize tremendous benefit.
1) We will provide high quality programming to the community, including: increased
numbers of athletic events; speakers on topics of all interest that visit campus; and entertainment events
(i.e. bands) that come to campus. All of that will be made available to access as long as we have the
rights to do it. We simply cannot cover all of that with the current arrangement of borrowing cameras and
related items.
2) This request reduces the load on access staff and equipment. That was part of the
original conversation with Mr. Barefoot. We are asking for camera equipment on increasing numbers of
weekends and evenings. It is difficult for the access staff to accommodate all of that despite what has
been a heroic effort. This proposal eliminates that equipment/personnel crunch and expands the access
programming at the same time.

This Grant Award Agreement (the Agreement), dated for references

Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and 1-Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.

1. City hereby awards a grant to Recipient in the amount of X2,500.00
(the Grant), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorparated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund .
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. Recipient shall produce a minimum of 30 minutes of programming
per quarter of the calendar year to air on the shared educational access channel
7. All programming produced by Recipient shall air on the shared
educational access channel.
8. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.

3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras College shall name City as a Loss Payee under Loras
College's property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. Loral College shall produce a minimum of 60 minutes of
programming per quarter of the calendar year to air on the shared educational
access channel .
7. All programming produced by Loras College shall air on the shared
educational access channel.
8. Failure by Loras College to abide by the terms and conditions of
this Agreement may result in forfeiture of the equipment and facilities purchased
with the Grant. City shall provide written notice to Loras College of any such
failure and Loras College shall have thirty (30) days in which to correct such
failure. In the event Loras College fails to cure such failure within such thirty (30)
day period, Loras College shall within ten (10) days thereafter return all
equipment and facilities purchased with the Grant and the balance of any Grant
funds remaining to City.
