AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FIRE STATION NO. 4
DOOR MODIFICATIONS PROJECT
Whereas, sealed proposals have been submitted by contractors for the Fire
Station No. 4 Door Modifications Project (the Project) pursuant to Resolution No.
and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa
on the 24th day of July, 2009.
Whereas, said sealed proposals were opened and read on the 7th day of August,
2009 and it has been determined that Portzen Construction of Dubuque, Iowa, with a
bid in the amount of $58,900.00, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.

Sealed bids were received for the Fire Station No. 4 Door Modifications Project. Fire
Chief Dan Brown recommends award of the contract to the low bidder, Portzen
Construction, in the amount of $58,900, which is 6.6% over the estimate of probable
cost of $55,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contract for the Fire
Station No. 4 Door Modifications Project.
BACKGROUND
The Fire Station No. 4 Door Modifications Project will include the replacement of two
existing overhead doors and the replacement of the cast-in-place concrete floor slab,
including the addition of floor drains in two parking bays.
BID RESULTS
Sealed bids were received on the project on August 7, 2009. Portzen Construction of
Dubuque, Iowa submitted the low bid in the amount of $58,900.00. This amount is
6.6% over the estimate of probable cost. Attached is a bid tally summary of all bids
received for each contract, along with the Deductive and Add Alternate amounts. There
were two alternate bid items on the project: Alternate 1 -Limited Concrete Slab
Removal; Alternate 2 -Install Tubing System for Future Radiant Floor Heating.
Alternate #2 is being recommended for selection.
