Spence Address: 2200 Bunker Hill Rd Phone: (5891 589-4263 RESOLUTION NO. 298-09 AWARDING CONTRACT WHEREAS, sealed proposals have been submitted by contractors for the E.B. Lyons Nature Center Expansion Project pursuant to Resolution No. 231-09, and notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the 10th day of July, 2009. WHEREAS, said sealed proposals were opened and read on the 6th day of August, 2009, and it has been determined that the bid of Stumpf Construction in the amount of $1,229,367 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Stumpf Construction, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Lyons Nature Center Expansion Project, CIP #100-2171 DATE: August 10, 2009 The Iowa Department of Natural Resources, Friends of the Mines of Spain and City of Dubuque are partnering to double the size of the E.B. Lyons Nature Center. This building and the surrounding thirty acres are owned by the City and leased to the State. Sealed bids were received for the E.B. Lyons Nature Center Expansion Project. Leisure Services Manager Gil Spence recommends award of the contract to the low bidder, Stumpf Construction, in the amount of $1,229,367. The City of Dubuque's share of support for this project is $30,000. concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Lyons Nature Center Expansion Project, C.I.P. #100-2171 DATE: August 10, 2009 INTRODUCTION The purpose of this memorandum is to recommend that the City Council award a contract to Stumpf Construction in the amount of $1,229,367 for the E.B. Lyons Nature Center Expansion Project. DISCUSSION Bids were received on August 6, 2009 for the E.B. Lyons Nature Center Expansion Project. A summary of the bids received is as follows: Contractor Base Bid Stumpf Construction $1,229,367 Conlon Construction $1,235,000 Epic Construction $1,262,000 Tricon Construction $1,277,000 Portzen Construction $1,373,000 The Iowa Department of Natural Resources, Friends of the Mines of Spain, and City of Dubuque are partnering to double the size of the E.B. Lyons Nature Center. This building and the surrounding thirty acres are owned by the City and leased to the state. The IDNR has asked the City to administer the bidding process and contractor payments; they will provide construction supervision and inspection. continued E.B. Lyons expansion, page two Funding for the project is as follows: State of Iowa Legislation $ 100,000 Scenic Byways Grant (to IDNR) $ 183,200 CAT -Vision Iowa Grant (to city) $ 440,000 Land/Water Conservation Fund Grant (to city) $ 19,000 Land/Water Conservation Fund Grant (to city) $ 156,000 Solid Waste Alternative Program Grant (to Friends) $ 20,000 City of Dubuque support $ 30,000 Fundraising -Friends $ 282.828 Total $ 1,231,028 The estimate of probable cost was $1,231,028. The Friends of the Mines of Spain have raised additional funds to cover any contingency costs that may occur during the project and to pay all design fees. RECOMMENDATION I recommend that a contract be awarded to Stumpf Construction in the amount of $1,229,367. ACTION STEP The action requested is that the City Council adopt the attached resolution awarding a contract to Stumpf Construction in the amount of $1,229,367 for the E.B.
