AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 1695 GARFIELD
AVENUE RETAINING WALL REPAIR PROJECT
Whereas, sealed proposals have been submitted by contractors for the 1695
Garfield Avenue Retaining Wall Repair Project (the Project) pursuant to Resolution No.
and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 24th day of July, 2009.
Whereas, said sealed proposals were opened and read on the 6th day of August,
2009 and it has been determined that Top Grade Excavating of Epworth, Iowa, with a
bid in the amount of $48,603.49, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Top
Grade Excavating and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Top
Grade Excavating, in the amount of $48,603.49. This amount is 49.4% under the
estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 1695
Garfield Avenue Retaining Wall Repair Project.
BACKGROUND
The 1695 Garfield Avenue Retaining Wall Repair Project will include the reconstruction
of a 10-foot high limestone retaining wall. This project will utilize the salvaged stone
from the existing wall and will include new geofoam and clean stone backfill, a
construction method used on the Grove Terrace Retaining Wall Project. All turf areas
and sidewalk disturbed by the project will be restored. The existing roof drains of the
home will be tied into the foundation drain of the wall.
BID RESULTS
Sealed bids were received on the project on August 6, 2009. Top Grade Excavating of
Epworth, Iowa submitted the low bid in the amount of $48,603.49. This amount is 49.4%
under the estimate of probable cost. A summary of the bid proposals received is as
follows:
