CALL TO ORDER
EMA Commission Chair Mike Wuertzer called the meeting to order at 7:00 p.m. Chair advised to make
motions/seconds according to your municipality as it works better than tracking names.
DETERMINATION OF QUORUM/ADDITIONS TO AGENDA/APPROVE AGENDA
After roll call via sign in sheet, 12 jurisdictions were represented and a quorum was met. The following
members were in attendance:

Motion by Luxemburg and second by Sherrill to approve the minutes of the May 2nd, 2017 minutes as
distributed and presented, motion carried.
OLD BUSINESS
DUBUQUE COUNTY RAD10 SYSTEM UPDATE
Tom updated the commission on the progress of the radio system to date. The Board of Supervisors signed the
contract on 06/26/2017. Work will begin on establishing the towers and make sure we can use them as
designed. The only radios that are not P25 phase two compatible are the fire department mobiles. Racom will
probably start replacing them soon.
Once the E911 by-taws are updated,the EMA commission will have a vote on the E911 board. Chair Wuertzer
will represent the EMA commission on the E911 Board.

DUBUQUE COUNTY MULTI-JURISDICTIONAL PLAN UPDATE
Cities and jurisdictions are encouraged to continue to respond prornptly to the consultant's requests for
information. We should see a draft plan in the near future and each municipality will be required to adopt the
plan by resolution after we receive the FEMA approval. Jurisdictions should consider projects to mitigate
disasters(generators,weather radios,outdoor warning sirens, etc.) and ensure they are included should funding
from the current disaster be available.

APPROVE SUBMISSIOIV OF ESFs to IOWA HSEMD FOR FY2017 �
A motion was made by Key West, second by Dyersville to approve and submit the following ESFs to lowa HSEMD �
to meet our planning requirements for FY2017. The ESFs include#4—Fire;#6—Mass Care, Emergency '
Assistance, Housing and Human Services;#10—Hazardous Materials; and#12—Energy. Motion carried. �

FY2018-19 EMA COMIMISSION BUDGET y
The chair assigned the following volunteers to work on the EMA Commission Budget for FY2018-19. We ended !I
FY2017 with a surplus which stays in the EMA fund for future years and should help in our need to increase the �
funding request from the city and county. The committee will consist of Chair Wuertzer, Roger Oberbroeckling, �
Brian Arnold, Pat Esch and Tom Berger.

UPCOMIIVG TRAINING CLASSES/TOC UPDATE �
Brian Arnold relayed information that Dan had shared at the recent county EMS meeting about upcoming
classes that are available. �
HAZARDOUS MATERIALS RESPONSE REPORT
The train derailment that occurred near Waupeton was discussed. Frank will follow up to see if the EMA
Director will file the bill for the event which did not generate much time/equipment costs.
Rick reported on the struggles with using the Hazmat Billing Protocol and reported the Dubuque Fire
Department is the only hazmat team in the state that is using the billing. DFD will look at billing more realistic to
actual costs in the future and that AC Greg Harris is working on updating the new billing costs. He anticipates
that it will be in effect around September 15t
JULY 2017 STORM REVIEW
Tom supplied the commission with a memo that he sent to the EMA Commission Chair, Board of Supervisors
and City Manager Mike Van Milligen. The activities of the EMA Director were reviewed and discussed. FEMA
requirements for public assistance and the process were discussed. The fire chiefs are going to meet with the

County Engineer and Sheriff to discuss issues that surfaced with the first storm and having fire apparatus out of
service to block roads. It was reminded that all agencies need ta report storm issues and damage reports to the i
EOC to take some of the burden off of dispatch. When active,the EOC sometimes has a back way direcf to local �
utility companies which would delay the wait time of services. Thelowa Individual Assistance Disaster Grant is �
available for damages from the flooding evenfthat occurred between 07-19-2017 and 07=23-2017. The a
requests are slow to came in and the grant is tied to income levels. The EMA Director is involved with the Long a
Term Recovery Committee along with other nonprofit agencies to try to find help for people who do not qualify
for the grant program.
Discussion was held on the storm of July 11-12t" in which the storm intensified greatly right before the cities of '
Asbury and Dubuque. The storm had winds that would have met the criteria for activation of the outdoor
warning sirens, however we had no reports of high winds until the hit and there is probably no good way to
detect it.
