Commissioners Excused: John Pregler and Ron Collins. Commissioners Unexcused: None. Staff Members Present: Laura Carstens, David Johnson, and Jill Connors. CALL TO ORDER: The meeting was called to order by Chairperson Pro Tem Darter at 5:35 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the lowa Open Meetings Law. MINUTES: Motion by Vincent, seconded by Winterwood, to approve the minutes of the September 12, 2017 Long Range Planning Advisory Commission meeting as submitted. Motion carried by the following vote: Aye — Darter, Vincent, Winterwood, and Wright; Nay — None. ACTION ITEM: Creation of a Peru Road Urban Renewal District: Staff Member Connors presented the staff report. She explained Tax Increment Financing is used to incentivize development. She stated a new Urban Renewal District is proposed for the former Flexsteel site. Staff Member Connors reviewed the site size. She explained the area is being designated as slum and blight since there is a strong possibility of contamination on the site due to historical uses. She reviewed past land uses and possible concerns that pose challenges to redevelopment. She noted the planned incentives will promote economic activity consistent with the Comprehensive Plan. Staff Member Connors clarified Dubuque Initiatives will acquire the property. Public funds and funds from Flexsteel will be used to assist with redevelopment. She added the site will be mitigated and abated to allow for a developer to improve the site. She stated that redevelopment of the site will provide job opportunities in the North End. Minutes — Long Range Planning Advisory Commission Page 2 November 28, 2017 Staff Member Johnson reviewed the Commission's role is to provide a recommendation to City Council as to the proposal's consistency with the Comprehensive Plan. The Commission discussed the proposal, and felt it was consistent with the intent of urban renewal as well as the Comprehensive Plan. Motion by Winterwood, seconded by Vincent, to recommend approval of the Peru Road Urban Renewal Plan, noting it is in general conformance with the 2017 City of Dubuque Comprehensive Plan. Motion carried by the following vote: Aye — Vincent, Winterwood, Wright, Darter; Nay — None. ITEMS FROM PUBLIC: None. ITEMS FROM COMMISSION: Commissioner Winterwood stated the Long Range Planning Advisory Commission should have a representative on the Central Avenue Corridor Redevelopment and South Port Redevelopment efforts. Motion by Winterwood, seconded by Vincent, to request a Long Range Planning Advisory Commissioner serve as a representative on the committees working on the Central Avenue Corridor Redevelopment and South Port Redevelopment efforts. Motion carried by the following vote: Aye —Winterwood, Vincent, and Darter, Nay - Wright; Abstain - None. ITEMS FROM STAFF: Distribution of Imaqine Dubuque 2037: A Call to Action: Planning Services Staff distributed printed copies of the plan. Staff reviewed the plan is available on the City of Dubuque website, and printed copies of the Executive Summary are available for free and are in distribution. Staff Member Carstens noted printed copies of the plan are available for a small fee, and CDs will be available for free. Citv Code Amendment for Urban Renewal and Urban Revitalization Plans: Staff Member Carstens reviewed the ordinance change brings City Code in compliance with State Code. She clarified the Commission will no longer be required to review amendments to Urban Renewal and Urban Revitalization plans, the Commission will only be required to review new plans. ADJOURNMENT: Motion by Vincent, seconded by Winterwood, to adjourn the November 28, 2017 Long Range Planning Advisory Commission meeting. Motion carried by the following vote: Aye — Vincent, Winterwood, Wright, Darter; Nay — None.
