Minutes Housing C Trust 1 23 03DATE: TIME: PLACE: MINUTES OF THE HOUSING COMMISSION TRUST FUND COMMITTEE January 23,2003 7:30 a.m. The Davis Place II 513 Garfield, Dubuque IA 52001 ;> ~ ~ Chairperson Jim Holz called the meeting to order at 7:30 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Jim Holz Doris Hingtgen John Walsh Char Eddy Committee Members Absent: Harry- Neustadt Staff Present: David Harris Jean Noel Joleen Patterson Public Present: Mike Muir, U.S. Bank Scott Potter, Davis Place Review and Certification of Minutes of 29 October 02 Trust Fund Committee Meeting John Walsh moved to approve the 29 October, 2002 Housing Trust Fund Committee minutes. Dods Hingtgen seconded. Roll Call. All present in favor. Motion passed. Correspondence I Public Input None. Old Business River Town Rents Survey David reported on the 2003 River Town Rents Survey prepared by Dr. Len Decker, Director of the Center for Business and Social Research at Loras College, with a copy of a staff prepared synopsis. David made note of the comparisons between the 2001 and 2002 rents which showed a pattern of rent increases by type of unit and occupancy rate across the sectors, resulting in much stronger market. The City-wide figures included data on all rent inr,r~ subsidized units rather than methods used in previous years which ...... ased the over-all occupancy rate by 4%. Affordable Housing Task Force/Mercy Housing Midwest David shared information received from Mary Schoen-Clark, President of Mercy Housing Midwest. Mercy Housing Midwest oversees affordable housing owned by Heartland Housing Initiative in Dubuque. She is proposing to form a committee to assist with the acquisition and development of properties for affordable rental and single family housing in Dubuque. Information Shar~ngl David commented on the HEART: Housing Education and Rehabilitation Training Program and the partnership with the Dubuque School District. The objective of the program is to work with teens in alternative school settings, who are in need of vocational preparation. With the approval from the School District, hiring of a teacher from Four Oaks and grant application funds, the six designated students from Four Oaks are now ready to start safeb7 training and orientation. Their first project will be to build a mobile tool crib at the Four Mounds workshop. Joleen updated the Committee on the status of the proposed policy on predatory lending. She s~ated that a few changes need to be made but the overall feedback has been encouraging. Adjournment There being no further business to come before the Committee, John Walsh moved to adjourn.
