CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session, at 4:30 p.m. on August 26, 2009,
at the Grand River Center.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg, City Manager Van Milligan, City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council
called for the purpose of conducting a goal setting session with Lyle Sumek facilitating.
The City Council adopted the five-year goals for the community as: (1) Diverse,
Strong Dubuque Economy; (2) Sustainable City; (3) Planned and Managed Growth; (4)
Partnering for a Better Dubuque; and (5) Improved Connectivity – Transportation and
Telecommunication. Objectives for each of the goals were ranked, with the short-term
challenges identified and the actions necessary to achieve each goal.
The Policy Agenda for 2009 – 2010 was established as: Top Priority – Historic
Millwork District, Sanitary Sewer Master Plan / Water Pollution Control Plant Facility,
Neighborhood Crime and Gang Comprehensive Evaluation and Strategy, Library:
Staffing, and Sustainability Plan and High Priority – Funding for Arts and Culture,
Public Transportation Model, Every Child / Every Promise, Smarter City, and Market
Housing.
The Management Agenda for 2009 – 2010 was established as: Top Priority –
DubuqueWorks, Community Conversation on Sustainability, Washington Neighborhood
and Southwest Arterial; and High Priority – Disaster Preparedness Plan, Downtown
Parking Garage, Street Program, Airport Master Plan, and Community Foundation
Partnering.
There being no further business, upon motion the meeting adjourned at 8:06 p.m.
