The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, noting that the submitted plat allows for the
creation of three building lots.
Staff reviewed the submitted plat, indicating that the plat is within two miles of the City of
Dubuque and requires joint view by the City and County.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the applicant is
requesting the waiving of lot frontage requirements for Lots 1 and 5, which are labeled
as non-buildable.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.

SUBJECT: Plat of Survey Martin Addition
INTRODUCTION
The submitted Plat of Survey of Martin Addition is located within two miles of the City of
Dubuque and is jointly reviewed by the City and County of Dubuque. The submitted
plat subdivides an existing parcel into five lots. Lots 1 and 5 are designated as non-
buildable and do not have any frontage on a public or private street.
DISCUSSION
The submitted Plat of Survey of Martin Addition subdivides an existing parcel of land
into five lots. The property has frontage along Olde Davenport Road south of the City of
Dubuque. Lots 2, 3 and 4 will be sold as new building lots, while Lots 1 and 5 are
designated as non-buildable. The submitted plat of survey is in all other respects in
compliance with City of Dubuque Subdivision Regulations.
RECOMMENDATION
Planning staff recommends that the Plat of Survey of Martin Addition be approved
subject to waiving the lot frontage requirements for Lots 1 and 5 as the submitted plat of
survey is in all other respects in compliance with City of Dubuque Subdivision
Regulations.

RESOLUTION NO. 48-03
RESOLUTION APPROVING THE PLAT OF SURVEY OF MARTIN ADDITION
IN THE COUNTY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Plat of Survey of Martin
Addition; and
Whereas, said plat provides Lot 1 and Lot 5 with 0 feet of frontage, where 50
feet of lot frontage is required; and
Whereas, said Plat of Survey has been examined by the Zoning ,Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Plat of Subdivision has been examined by the City Council and
they find that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot I and Lot 5 to have 0 feet of lot frontage, where 50 feet of lot frontage is
required.
Section 2. That the Plat of Survey is hereby approved, and the Mayor and City
Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said Plat of Subdivision.
