Dear Mayor and City Council Members,
The Historic Preservation Commission is excited about the opportunity to submit a
proposal to host the 2004 National Alliance of Preservation Commissions (NAPC) biennial
national commission forum. The 2004 NAPC Forum is expected to draw 500 participants.
The Convention and Visitors Bureau has estimated the local economic impact of this
conference to be $125/day for 300 people over two days, or $75,000.
The NAPC is a national non-profit network of more than 2,300 historic preservation
commissions and design review boards. The NAPC is looking for cities with an attractive
location, good community support, and a strong fundraising commitment. Local
sponsorship of $15,000 to $20,000 to underwrite the conference is expected.
Planning Services staff and the Convention and Visitors Bureau are pooling their resources
to develop the proposal and to identify funding sources. Grants from local, regional, state
and national preservation groups and other organizations that would meet this sponsorship
commitment have been identified. In addition, the Historic Preservation Commission is
willing to commit its annual education/training budget of $1,500 in CDBG funds to this
effort.
We think that the 2004 NAPC Forum is a tremendous opportunity to showcase Dubuque
and the community's commitment to historic preservation to a national audience. We hope
that the City Council shares our enthusiasm to host this national conference, and will
provide a letter of support.

The Historic Preservation Commission has been encouraged by the State Historic
Preservation Office to submit a proposal to host the 2004 National Alliance of
Preservation Commissions (NAPC) biennial national commission forum. The 2004
NAPC Forum is expected to draw 500 participants. The Convention and Visitors Bureau

The Commission has asked Planning Services staff to work with the Convention and
Visitors Bureau and the State Historic Preservation Office to find the funding necessary
to host the 2004 NAPC Forum.
Planning Services staff and the Convention and Visitors Bureau are pooling their
resources to develop the proposal and to identify funding sources. In addition to a grant
from the State Historic Preservation Office, we have identified a number of other funding
sources from local, regional, state and national preservation groups and other
organizations. These grants require a local cash match. The Historic Preservation
Commission has an annual education/training budget of $1,500 in CDBG funds. This
training budget would be committed to the 2004 NAPC Forum as the local match.
The Convention and Visitors Bureau wilt coordinate logistics, registration, and spouse
tours, as well as volunteers. Other in-kind support has been offered by the Iowa Chapter
of the American Institute of Architects, and the Iowa Historic Preservation Alliance.

Potential funding sources Planning Services staff has researched to date are:
· State Historic Preservation Office - Certified Local Government (CLG) Grant
Program: $1,000 - $20,000
· Silos and Smokestacks National Heritage Area Grant Program: $5,000 - $50,000
· American Architectural Foundation: up to $3,000
· Alliant Energy/Heartland Properties: up to $1,000
· Old House Enthusiasts: up to $1,000
Other potential funding sources that the State Historic Preservation Office has identified
that we are still researching are: Iowa Bankers Association, Iowa Depadment of Cultural
Affairs, National Trust for Historic Preservation, Iowa Tourism Office, and Main Street
Iowa.
The Convention and Visitors Bureau advised us that the application would be most
successful if submitted by the Historic Preservation Commission with a letter of support
from the City Council. A letter from the Commission asking for the City Council's support
is attached.
Since the application must be received by February 21, 2003, we would like to submit
this request to the City Council for their consideration at the February 17 meeting.

The National Alliance of Preservation Commissions (NAPC) is now planning its fourth biennial National Commission
Forum in the summer of 2004 and is considering sites for the meeting. We are asking for your help in identifying the
location for our next Forum. The following information should help you help ns. Previous conferences were held in
Denver, Pittsburgh and San Antonio. We had nearly 500 participants at each of the prior conferences and expect at
least as many in 2004. The goal of the Forum is to provide an interactive leaming environment for historic
preservation comu,issioners, commission staff and other professionals.
W-hat is the NAPC?
The NAPC is a national non-profit network of more Uhan 2,300 historic district commissions and architectural review
boards. The mission of the NAPC is to build strong local preservation programs through education, training and
advocacy. In addition to the Forum, NAPC publishes The Alliance Review newsletter (a back issue is included in this
packet), produces several workshops each year and holds an armnal meeting with workshops in conjunction with the
National Preservation Conference. We also maintain an information msourca center, a database of historic
preservation commissions in the United States and provide a voice for commissions in Washington, D.C.
What is the Forum and why should you support it?
The Forum is an interactive conference designed so that attendees learn not only from experts in the field but also from
their colleagnes. Comrulssioners are frequently not preservation professionals and rely on the Forum to provide them
with the training they need to effectively enforce preservation laws. The format of the Forum is unusual in that i[t
blends traditional educational sessions, interactive discussion panels, mobile workshops and tours. Attached is the
schedule from Forum 2002 to show you some of the topics and issues we try to cover.
This meeting promises to be an exciting preservation conference. The Alliance is fortunate to have partners such. as the
National Conference of State Historic Preservation Officers, the National Trust for Historic Preservation, Preservation
Action and the National Park Service. Participants will come from federal agencies, national, state and local
organizations, and principally local governments from around the country.
The success of the conference depends on our local partners. Ideally, we will select a host city where several local
agencies and organizations will support'the conference with fundraising efforts, program development and volunteers.
We depend on our local partners to help us create a dynamic program and look forward to working with you to
highlight the preservation issues facing your community. We will work with the local community to develop tours,
mobile workshops, and we depend on local volunteers to manage regish-ation tables, to help at social events, etc.
The NAPC is looking for cities with an attractive location, good community support, and a strong fundraising
commitment It is critical that you contact the leading preservation groups in your city and state to determine if they
are interested in helping host the forum. The local partner organization must be willing to commit to raise hetween
$15,000 and $20,000 locally to underwrite the conference.

Selection Criteria for the National Preservation Forum:
ltistoric Resources:
The city and surrounding region should have a strong historic preservation ethic as well as an ordinance and an
active commission, since it is our goal to highlight the work of the host city. The city and region should have the
capability to illustrate preservation at work, including challenges, successes, some failures, and its benefits to the
commurdty at large.
Fundraising and Community Support:
Financial support from the host city and the state historic preservation office is essential. State and local
conference underwriting must be secured to keep conference registration rates affordable for community
preservafionists from around the country. A community is expected to provide between $15,000 and $20,000 in
local sponsorship. Support from other organizations and agencies within the city willing to provide logistical
assistance and volunteers is also an important consideration.
Cost and Convenience to Attendees:
Hotel, meal, and travel costs to the conference attendee are a major factor in the selection. Many of the attendees
travel on limited state and local budgets and follow strict per diem rates. The convenience and cost of travel, to the
city is important, i.e., number of major air carders to the city, if the airport serves as a hub, and proximity of
conference hotel to the airport.
Hotel room cost is also a critical factor. Nightly room rates at the conference hotel must be in the range of $100
(before taxes) in order for our participants to attend the conference. Our room pickup was approximately 83,0
nights in 2002. We anticipate a national audience of approximately 500 people. An adequate number of hotel
rooms and meeting space in close proximity to each other (within three blocks) and the downtown area (historic
hotels are a major plus) are required, supplemented by a variety of restaurants, bars, shopping and sightseeirtg
opportunities, with adequate historic sites for tours.
Available Dates:
The conference runs from Thursday through Sunday with an opening reception on Friday hight. Preferred
conference dates are in late July and early August.
