Narrative Statement of Significance: Original Owner/Builder: August J. and Cardelia A. Papke Building History: 1950 Sanborn shows no building on this property. The 1872 and 1889 birds eye views show two very substantial houses on this property, the south side of West 11th. This house replaced the Henry Anderson House, built in 1856 by Ira Hansen. Mordecai Mobley obtained title in 1857, his bank failure put it into the hands of the Galena Artisan's Bank in 1860 and that bank in turn failed in 1863. Henry Corwith purchased it in 1863 from the receiver and Frank Robinson next bought it in 1865. Trumbull Adams purchased it in 1866 and Judge Austin Adams (not related) bought it a year later. The two-story side gabled plan with stepped end walls was built as a duplex. Herbert Adams converted it later to a single-family dwelling. Austin Adams came to Dubuque in 1854 (born in Vermont in 1826), was a Harvard Law School graduate, and served on the state Supreme Court, headed the local board of education. His wife was a noted local suffraget leader (Mrs. Mary Newberry). Adams died in 1890 and by 1934 his son Herbert lived here (Telegraph-Herald, April 8, 1934). Trumbull Adams is listed in directories at 200 West 11 th 1870-81, Mrs. M. N. Adams still there 1899; Charles Tibbals at 198 West 11th 1870, William R. Tibbals, steamboat pilot, there 1874, Herbert H. Adams here 1899-1918 and as 636 1921-36, no listing 1939-54 (Biays Bowerman research). The Papkes acquired the two lots for $2,500, the house and garage cost $18-20,000. 9.
