This is a claim in which claimant alleges that as he was on Carter Road waiting to turn
east onto Asbury Road, a water line burst causing street debris to be thrown up onto the
hood of his vehicle.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
