A request was received from Teamsters Eastern Iowa Director Dave Baker to consider
modifying the way the City reimburses for meal expenses. Under the current collective
bargaining agreement, an employee who works ten or more consecutive hours is
eligible for reimbursement for the cost of a meal. The reimbursement is limited to $6.00
and the employee is required to submit a receipt, which is cumbersome and time
consuming to administer. Dave Baker requests that the City consider a meal allowance
of $6.00, using the current eligibility requirements.
Personnel Manager Randy Peck recommends City Council approval of an Amendment
to the Collective Bargaining Agreement with Teamsters Local No. 120 to allow for a
meal allowance of $6.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

I received a request from Teamsters Eastern Iowa Director Dave Baker to consider modifying
the way we reimburse for meal expenses. Under the current collective bargaining agreement,
an employee who works ten or more consecutive hours is eligible for reimbursement for the cost
of a meal. The reimbursement is limited to $6.00 and they are required to submit a receipt.
This arrangement is cumbersome and time consuming to administer and has been the source of
several grievances. Dave asked if we would consider a meal allowance of $6.00, using the
current eligibility requirements. He understands that employees would have to pay taxes on this
amount. The City would also have to pay IPERS and Social Security on the meal allowance.
The following is the amount we have paid in meal reimbursement over the last four years for
Public Works employees:

The meal reimbursement arrangement would save a considerable amount of time and would be
worth the additional cost associated with the amount of IPERS and social security we would pay
on the reimbursement amount. I recommend that we amend the collective bargaining
agreement to allow for a meal allowance of $6.00. The requested action is for the City Council
to approve a motion authorizing you to sign the attached Amendment to the Collective
Bargaining Agreement.

AMENDMENT
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE
TEAMSTERS LOCAL UNION NO. 120
AND
THE CITY OF DUBUQUE, IOWA
The parties hereby agree to amend Article XIX, Meals for Employees at City Expense,
to provide for a meal allowance of $6.00. The Amended Article should read as follows:
ARTICLE XIX
MEAL ALLOWANCE
An employee who works ten (10) or more consecutive hours shall be eligible for a meal
allowance in the amount of $6.00 on the day such hours are worked.
In no case shall an employee be paid while eating a City furnished meal.
This Amendment will go into effect on October 1, 2009.
