City of Dubuque, Iowa Written Investment Policy Certified by
the Association of Public Treasurers of the United States and Canada
Silver Spring, Maryland-On July 27, 2009, the City of Dubuque, Iowa was formally
recognized for having its written investment policy certified by the Association of Public
Treasurers of the United States and Canada (APT US&tC). Earlier this year, the City of
Dubuque's policy was reviewed and certified as meeting the standards set forth by APT
US~C. The City of Dubuque was honored at APT USE~C's 44t1i Annual Conference in
Spokane, Washington.
The City of Dubuque is one of 21 governments to have its investment policy certified by the
Association's Investment Policy Certification Program, which was developed in 1990. The
Program was instituted in an effort to assist state and local governments interested in
drafting or improving upon an existing investment policy. As part of the Program, the
Association has created a "Model" investment policy. The Model includes sample language
and rationale for those 18 sections that the .Association deems as critical elements included
in the Model: liquidity; selection and review of suitable investment instruments; internal
controls; reporting; portfolio diversification; custody and safekeeping; selection of
investment institution criteria; ethics; and conflicts of interest.
A written investment policy is only certified when the Association's Investment Policy
Review Team acknowledges that the policy has met all criteria set forth in the Program.
Of the policies received each year for review, only two-thirds of the policies reviewed are
accepted on their first submission. Those not initially approved are encouraged to amend
their policies and resubmit for certification.
