City Engineer Gus Psihoyos is recommending acceptance of the 2008 Drain Tile Project

Excavating, in the final contract amounts of $29,390.88 for Melrose Terrace (7.9% over
the contract price), $23,746.70 for Mineral Street (13.8% under the contract price) and
$7,277.11 for Deborah Drive (2.8% under the contract price).

INTRODUCTION
The purpose of this memo is to recommend acceptance of the public improvements and
authorize payment to the contractor for the 2008 Drain Tile Project (Melrose Terrace,
Mineral Street, and Deborah Drive).
BACKGROUND
Many Dubuque property owners have installed sump-pumps and/or drain tiles to
prevent groundwater from damaging basements and their contents. And in many
cases, sump pump and drain the discharge is directed into the street. While the curb
and gutter section of a street is specifically designed to carry stormwater, the constant
flow of sump pump or drain the discharge can create algae build-up in the summer and
ice in the winter. Both of these conditions can prove hazardous.
Funding for an annual program was established with the FY2009-FY2013 Five Year
Capital Improvement Program Budget to install drain to collect sump pump and drain the
discharge and direct it to a storm sewer.
The 2008 Drain Tile Project consisted of three projects: Melrose Terrace, Mineral
Street, and Deborah Drive.
Three sealed bids were taken for Melrose Terrace with McDermott Excavating
submitting the lowest bid in the amount of $27,249.05, which was 0.5% above the
engineer's estimate.
2. Three bids were taken for Mineral Street with McDermott Excavating submitting the
lowest bid in the amount of $27,558.40, which was 6.9% above the engineer's
estimate.
3. A short form contract was negotiated and executed with McDermott Excavating in
the amount of $7,487.65 for the Deborah Drive site.
DISCUSSION
The 2008 Drain Tile Project (Melrose Terrace, Mineral Street, and Deborah Drive) was
completed by McDermott Excavating of Dubuque, Iowa. The final contract amounts are
as follows:
• Melrose Terrace, in the amount of $29,390.88 (7.9% over the contract price);
• Mineral Street, in the amount of $23,746.70 (13.8% under the contract price); and
• Deborah Drive, in the amount of $7,277.11 (2.8% under the contract price).
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of
the contract amounts of $29,390.88; $23,746.70; and $7,277.11 to McDermott
Excavating for the 2008 Drain Tile Project (Melrose Terrace, Mineral Street, and
Deborah Drive).
BUDGET IMPACT
Funding for the improvements is provided by the annual Drain Tile Extension Program
(CP 7201354).
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the attached resolutions accepting the
improvements and authorizing payment of the contract amounts of $29,390.88;
$23,746.70, and $7,277.11 to McDermott Excavating for the 2008 Drain Tile Project
(Melrose Terrace, Mineral Street, and Deborah Drive).
