Signed Contract_W. Third Reservoir, IIW EngineersDATE: July 30, 2009 The purpose of this memorandum is to request your authorization and approval with our recommendation to award IIW Engineers the Inspection and Design Engineering Services contract for the West Third Reservoir. This contract is for the Professional Engineering Inspection and Design Services to provide Interior & Exterior Inspection Report(s) with Corrective Action Plan(s) of the West Third Street Reservoir and Control Valve Housing Building & Pit. The West Third Street Reservoir is a below ground, circular concrete tank constructed in 1914. The concrete roof was added in 1921. The reservoir is 180 feet in diameter and 41 feet deep. The reservoir holds approximately 7,500,000 gallons. This reservoir has not been professionally inspected since 1988. Completion of this project will provide the inspection reports and plans for corrective actions that warrant repair, servicing or replacement, or any issues believed to constitute conditions that warrant continued observation for potential future repair, servicing or replacement. The Inspection Report shall include descriptions of the locations of any relevant observed problem, any faults in the structure and include recommendations, prioritizations and cost estimates for the maintenance, repair, service and/or replacements. The final Inspection Report shall be submitted no later than October 1, 2009. The RFP was posted on the City's website and I personally called eight (8) engineering firms to inform them of this posting. We received five (5) Proposal Acknowledgements, with four (4) firms indicating that they were interested in sending a Bid Proposal. On July 27, 2009, we received two (2) Bid Proposals. The firms that submitted proposals are as follows: COMPANY LOCATION BID AMOUNT 1. IIW Engineers & Surveyors, P.C. Dubuque, IA $17,655 2. Pro-Dive Ottawa, IL $45,171 In review of the two proposals received, IIW Engineering was found to be the lowest responsible bidder in the amount of $17,655. Their bid amount is approximately 3.5% below the amount budgeted for this project. I have attached a copy of the RFP, the Bid Proposal and the supporting documents submitted by IIW Engineers & Surveyors, P.C. for your review. As a result of the type of services requested and its cost, City Council Action/Authorization is not required. ACTION: Staff and I are requesting your authorization and approval to proceed with this project in awarding it to the lowest responsible bidder, IIW Engineering of Dubuque, Iowa in the amount of $17,655. Monies for this project were budgeted in our FY2009 CIP 740- 1412, fund balance $18,302. Reservoir UVater Circulation: The existing inlet/outlet pipes and pumps are configured to fill and empty from the same location. There is insufficient water turnover in the reservoir. The Engineering Consultant shall provide alternatives and costs for reconfiguring the present pump and valve system. The Engineering Consultant shall also provide alternatives and costs for most cost-effective and sustainable method to circulate water within the reservoir. ®. iVleans of Inspection: The Engineering Consultant shall provide interior inspection by means of `an underwater diver equipped with two-way communication devices. The diver shall record the inspection with a video camera and provide the owner with the recorded footage. If necessary for proper inspection of the reservoir floor, sediment shall be removed (vacuumed). Each engineering firm assumes full responsibility for delivery and deposit of the completed proposal package on or before the deadline. Any proposals received after the submittal deadline will not be considered, and will be returned unopened to the Proposer. The City of Dubuque will not be responsible for any loss or delay with respect to delivery of the proposals. The City reserves the right to reject any and all bids or to waive any technical ties and irregularities. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa Domestic Labor. The City of Dubuque is not liable for any cost incurred by any Engineering firm prior to the execution of an agreement or contract. The top slab is 7" thick and is supported by the exterior wall of the tank and 52 interior columns. The columns are braced at approximately mid-depth by concrete beams. The floor is 6" thick placed on rock. Approximately, the top 3'-0" of the tank is above ground level. The tank was designed in 1914 by Dabney H. Maury, Consulting Engineers of Chicago, Illinois. 2.0 ~ J~~T ®CR~I~°TIN Professional services for the Inspection Report and Plans for any corrective action of the Interior ~ Exterior of the West Third Reservoir and Control Valve Housing Building and Pit. 3.0 P~®J~CT ~~®~ ~ SERVICES A professional engineer (P.E.) will be present for the tank inspection. The P.E. must demonstrate extensive experience and training in concrete tank design, tank inspections, tank construction, sanitary requirements, re-coating, and repair or modifications of several tanks.
