Sealed bids were received for the Eagle Point Water Plant Vacuum Filter Building Back-
up Power Supply Project. Water Department Manager Bob Green recommends award
of the contract to the low bidder, Morse Electric, Inc., in the amount of $64,410, which is
approximately 24.6% below the engineer's estimate of $85,300.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to recommend awarding Morse Electric, Inc. of
Dubuque, Iowa, the construction contract for the Vacuum Filter Plant Backup Electrical
Supply Project in the amount of $64,410. CIP #740-2030, fund balance $74,700.
BACKGROUND:
The Eagle Point Water Plant provides the city with its potable water. During the Phase
II renovation project, a standby generator was installed. This generator was installed to
provide power to the operations of the Water Plant Facility and well fields when Alliant
Energy is unable to provide electricity. At that time it was decided not to connect the
vacuum filter operations to the generator. This jeopardizes our ability to soften water
during lengthy electrical outages.
DISCUSSION:
The main scope of this project is the construction of on-site electrical supply lines with
hardware to connect the vacuum filter building operation with the Water Plant's main
building generator.
The attached contract is for the execution of the construction required to replace the
existing 600 amp utility electric service to the vacuum filter building with a buried 600
amp feeder circuit from the generator-backed main distribution panel located in the
Eagle Point Water Plant.
Completion of this project will allow us the ability to operate the vacuum filter plant with
a diesel generator power during times when line power is not available or when we are
asked to implement standby generator power by the electric company.
BID RESULTS:
Four (4) bids were received on August 19, 2009 for this project. Morse Electric, Inc. of
Dubuque, Iowa submitted the low bid in the amount of $64,410.
This amount is $20,970.00 or approximately 24.6% below the engineer's estimate of
$85,300.00. A summary of the bid proposals are as follows:

The City's Consultant Engineer IIW, staff and I are recommending that the City Council
adopt the attached Resolution awarding the Eagle Point Water Plant's Vacuum Filter
Building Back-up Power Supply Project to the low bidder, Morse Electric, Inc. of
Dubuque, Iowa, in the amount of $64,410.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE EAGLE POINT WATER
PLANT'S VACUUM FILTER BUILIDNG BACK-UP POWER SUPPLY PROJECT
Whereas, sealed proposals have been submitted by contractors for the Eagle
Point Water Plant's Vacuum Filter Building Back-up Power Supply Project (the Project)
pursuant to Resolution No. 272-09 and Notice to Bidders published in a newspaper
published in the City of Dubuque, Iowa on the 7t" day of August, 2009.
Whereas, said sealed proposals were opened and read on the 19t" of August,
2009 and it has been determined that Morse Electric, Inc. of Dubuque, Iowa with a bid
amount of $64,410 is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA;
That a Public Improvement Contract for the Project is hereby awarded to Morse
Electric, Inc. of Dubuque, Iowa, and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
